Sovereign Master
Those to whom the Sovereign gives authority must be obeyed absolutely. They are issued Holy Writs of Authority that dictate the extent of their domain and power and are signed with the Arcane Seal of the Sovereign Himself.
The four domains of the Sovereignty are:
- Masters are provided a 1,000 gp/month salary from the treasury of the taxes they collect.
- Every domain has only one (1) Master, though a Master may rule over more than one domain.
- Masters use their power as they see fit so long as it does not contradict the will of the Sovereign.
- The penalty for disobeying the will of the Sovereign is death.
- The penalty for disobedience in undeath will result in destruction, binding to a powerful necromancer, or other penalty.
- Living Masters who prove themselves to the Sovereign may be offered an opportunity to embrace immortality through undeath.
- Masters may approve, recruit, maintain, and equip any organization they deem necessary to exercise their powers, including but not limited to courts, tax-collection, fees, documentation, punishment, and public events.
- Masters may be removed from their position by the Chosen or the Sovereign for any reason, including abandonment (not paying 7 downtime per month).
Tribute
- Masters must provide 10,000 gp in Capital, magic items, or coin every year to the Sovereign. They are welcome to use their powers in whatever way they choose to collect this tribute.
- Masters maintain the domain they are assigned and must provide 1,000 corpses per year to the Holy City.

- The Holy Domain (West Haven, Hunter's Glen, the southern Great Plains, holy sites) Warhaven (Warhaven, the Blood Lake, the Grand Library, Dryads Mill, the northern Great Plains, the Black Forest)

Masters are chosen directly by the Sovereign.
Benefits
+2 bonus to charisma checks with people within their domain. Masters gain the benefit of the Wicked Leader trait.
