Unwritten Rules

While the Unwritten Rules had always been a minor code of conduct, after the Month of Red and various other incidents, like that of the Green Tragedy, the Unwritten Rules gained more prevalence in the Masked culture of Periton.
These Unwritten Rules, while never officially recognized, were meant to prevent further escalation between the gangs and the CC.

• Respect the secret identities of fellow Masks. Private lives are needed as an outlet and taking that away is asking for trouble.
• No attacking the civilian family members of Masks.
• No violence or using powers during a meeting between multiple parties.
• Try not to use lethal force.
• No widespread attacks against civilians.
• Enslaving others with mind control is not permitted.
• If anyone breaks the rules, all willing Masks work together to effect punitive action.
• Repeated and flagrant breaking the rules could be grounds to be sent to the Clocktower or for receiving a Kill Orders.

A subset of rules are applied when a truce of dealing with rule breakers or city wide threats.

• No attacking people who volunteer, irrespective of grudges.
• No taking advantage of an attack for personal gain or to advance your faction.
• No setting up others to die.
• Medical care is provided without discrimination for past deeds.
