The Oligarchs of Slōenn


Dhaoshee is a unique region and nation in that it is so incredibly decentralized. Officialdom varies from fief to fief—and there are hundreds of fiefs—and only in the largest of its cities—Ebb-Ta and Slōenn—is there any real sense of government or rulership.   In the native Daoshi language, Dhaōvsk, means something like "shelter" or "home for the Daoshi." And it is used euphemistically for the governors of Dhaoshee and their organization. Each of the cities in the realm are ruled by a body of oligarchs; the oligarchies of Slōenn and Ebb-Ta rank above all others. Between Slōenn (the north and west) and Ebb-Ta (the south and east), all of Dhaoshee is governed.   Dhaōvskyen /dʰɑoːvskjɛn/ is the term for the oligarchy of Slōenn, and is paired with the southern equivalent the Oligarchs of Ebb-Ta (Dhaōvsktav /dʰɑoːvsktɑv/).   However, even then there is another layer unique to the nation: the rulers of each city are anonymous, known only to themselves.   By way of explanation: since the collapse of the Three Kingdoms Era, and the ascension of the human nations, Dhaoshee has been the most schismatic and fractious of regions. Only its status as the centre for magical learning kept it from being subsumed into Ys or Cāllen'ter or another power. As Slōenn and Ebb-Ta prospered and dominated their regions, their two separate Dhaōvsk, divided the nation in two and the oligarchic structures became the de jure governance.
