The Tlatli Senate (tɬɑtɬi)
Centrally located Cheotlin is the official capital of the Tzolgarin Kingdom of Ys, however because the court of the Tzolgarin kings is ineffectual due to the absentee rulership of the dynasts, the de facto governance of all Ys is left to the Tlatli Senate.
The Yssian Senate governs the whole of the nation essentially as proxies for the regnant king of the Tzolgarin Dynasty. Ambitious nobles become senators and vie for further accolades, power, or the opportunity to move to the Tzolgarin court at Cheotlin. As such, it is not surprising that the senate tends to invite self-directed and over-ambitious people and is not well trusted by other factions, religious leaders, or the populace at large. Yssian senators frequently clash with each other.
Senatorial assassination is not uncommon. Ambitious senators have been known to remove other senators though violence. Most of such conflicts are between local senators, that is, of the satrapy of Tlatl. Other, satraps, are largely removed from senatorial violence by their regional distance from Tlatl. An Ysfeto noble, e.g., would not be involved in Tlatli intrigues. If, however, they were to be summoned to the senate, all bets are off.
Religion
Tzutlycan, the divine scholar, god of knowledge, is the predominant religion of the region, its senate, its courts, and throughout the satrapy.

Centrally located within its eponymous satrapy, is the former independent city-state of Tlatl.
Surrounding the city are prosperous farms which support the region and augment the tributes sent to Cheotl, the nominal capital of Ys.
Western Gruthen highlands begin in and around the Tlatli region.
Currency
The Yssian arr—or yssar—is the currency of the realm. The coins are triangular and bear the image of the Tzolgarin Dynasts on the face side, and various images on the obverse. Most yssars have a hole in them that they can be worn on strings.
Legislative Body
The senators of Tlatl are in charge of lawmaking as well as implimenting the royal writs sent by the Tzolgarin Dynasts.
Judicial Body
The legal scholar monks of the Grand Tzutlycan Library of Tlatl serve as the trying cases and defending the accused.
Executive Body
The Yssian army serves as the enforcers of the will of the senate and of the king.
