Sigil's Council Speaks About the Moon Plague

A speech delivered by Captain Whitecrest, on Apr 2nd, 739   Oye, Sigilowda!   Many of you already know me.  I am Knight Captain Whitecrest, leader of the Order of the Door, an internal force that The Window deploys for emergency situations, and for some special investigations.  As you are most likely aware, our fearless leader Pixo has recently left the city and left a Council to rule in his place.  I am here today to speak on behalf of said council, which consists of myself, Atim, a "retired" veteran explorer,  Eesa, conduit of legends, Murphy, from the Welcome Wagon, and our new Einherjar Kiri.   First of all, a brief telling of the events that led us to this point.  More detailed accounts will be appearing in The Sigil Mirror over the coming days, but this short summation will suffice for our needs today.  
  • On March 4th, a squad of Doormen led by Ser Krisi responds to reports of an attempted robbery at the Vigrid Embassy.  Nothing of value appears to be taken, however the perpetrator was injured.  The suspect appeared to be human, but fur and feathers were found on the scene.  Investigation revealed that the suspect was actually an outsider.  Her true identity remains uncertain, but she claimed to be the leader of a powerful secret organization, and evidence was found that lends credence to her story.  More importantly, this woman had Moon Plague.  Ambassador Edward DuThane was thankfully uninfected, however the Council believes this same suspect is responsible for at least three additional Moon Plague infections within the city.  She is also responsible for the abduction of one of our own, a religious scholar by the name of Jane, taken on the same day as the robbery.
  • March 5th, the very next day, Sigil holds a festival.  This doubles both as a way to raise morale for the citizenry and to search for additional infected. 
  • March 12th, a week after the festival, The Wandering Door opens to Elysium.  Many Doormen enter, including the same squad that responded to the robbery traveled through the door.   Cyrci, proprietor of Cyrci's Junk and Shit, returns home to find her shop is flooding.  A portal has opened within her establishment connecting to the Elemental Plane of Water.  This marks the first time since the doors closed that we have had a portal outside of The Wandering Door.  Even more remarkable, it is STABLE.  The portal in question is still open.  Please note that the premises are still private property - trespassers will be prosecuted, so please do not attempt to see the portal for yourself without consent from the proprietor.
  • March 22nd, ten days later.  The Plague Ward is in full effect by this point, confining all known Moon Plague patients to the span of a few city blocks.  Though it was not common knowledge at the time, another stable portal opened within the Plague Ward itself.  Two individuals entered Sigil through this very portal, escaped the ward by use of magic, and were implicated in an attempted murder in the Market District.  One of these was also a plague patient.
  • March 27th, full moon in the Prime Material Plane.  The portal into Esma becomes public knowledge as infected come pouring into the city.  This incident is treated as an invasion, and The Window quickly mobilized to subdue the threat.  Over a dozen Doormen were seriously wounded, however so far there have been no fatalities.  An Einherjar, Kiri, also entered Sigil at this time, and was promptly escorted to meet with Pixo.
  • Over the next few days, Kiri officially joins The Window, filling Jane's old position.  She proposes a drastic overhaul of our handling of Moon Plague patients.  To wit, she proposes willingly bringing large numbers of infected into the city.  According to some very credible research done by the Einherjar and others, Moon Plague itself is the Avatar of Coalescence.  She claims these events were not mere coincidence - the rise of Moon Plague infections is the reason portals are now opening to other planes - specifically to heavily Moon Plague-infested regions.  Furthermore, she claims that the infected will not transform while within Sigil itself.  This claim is backed by our own internal research.
  • March 30th, Kiri takes a small contingent of Doormen through a portal to Esma, to demonstrate plague conditions in the local area.  Pixo, upon hearing the reports, decides to leave the city in order to wander the Prime Material Plane and see for himself the state of affairs.  
  Today, on April 2nd, I stand before you to ask for more than any government should ask of its people.  Some time shortly Pixo's return, which we expect to take at least three months, we will be holding a popular vote to determine whether to allow infected to enter the city, opening our doors again in the process, or to exile them all in order to shelter ourselves from the disastrous effects the plague has had on the outside world.  The Council understands that this is a lot to take in, and you will have questions.  The Sigil Mirror will have daily articles containing new information as we learn it, as well as more detailed accounts of the aforementioned events.  This topic will be controversial, and open debate is encouraged, however it MUST remain civil.  The Window will be heavily increasing our patrols for your protection, and any violent disputes will be met with force if necessary.  This includes, but is not limited to, the various churches, embassies, and criminal organizations which have historically taken to infighting during times of crisis.
