Oda Empire
The Oda Empire is the most extensive political structure east of the Sea of Ruin. Whether annexed out of convenience or hopelessly resigned to their stranglehold on trade routes, the Oda have left their mark on every Samaryan civilization. Isolated by mountain and sea, their capital city of Mizure is well-fortified. To destabilize, let alone take down, this godly empire would take careful planning, a wealth of resources, and a serious death wish.

History
The Oda Empire was formed from the various clans and villages of northwest Samarya: including the Oda Clan and the Moon Isles Water Genasi. Prior to the Ruin of the Sea, these clans and villages were prosperous yet isolated, reliant on fishing, whaling, and the occasional trading ship from lands far west. Many of these groups had amphibious settlements. After the Ruin of the Sea, their primary source of food and economy vanished, leading to a period of famine and suffering.
Repurposing their joined armadas of whaling ships for exploration and naval combat, the Oda began expanding eastward. By persuading or directly taking control of smaller settlements along the Silver Strait, the Oda quickly began work on the Hizari Dam: a combination of magic and structural technology to prevent further flow of the acidic ocean waters inland. On accomplishing this immense task, their reputation was solidified in Samarya as an empire capable of doing anything.
Today, the Oda Empire continues to expand east, meeting less and less resistance as they grow in size.
Territories
The Oda Empire occupies nearly all of western Samarya and the smaller continent of Haiten. Most critically to trade, they control the Silver Strait and the Bay of Samarya.
Religion
Religious freedom is granted to all empire inhabitants, but the Odans primarily worship Bahamut.
Trade & Transport
With their large army, the Oda Empire controls and protects all water and road trade routes, with more outposts being built in dangerous areas.
Education
In the capital of Mizure, there is the prestigious Platinum Academy, which only admits students by invitation only. Promising students from all over the Empire are scouted and sent to the Academy, where graduation ensures a notable position within Odan society.
