Sooryapesh

A technologically advanced city-state of elves on one side of the Mahoona Canal, who are in a "cold war" of arcane technology against the Rakavidha elves on the other side of the canal. About a year ago, they were annexed by the Oda Empire.

Government

Sooryapesh was originally led by a council of five Elders, each with their own domain of responsibilities: domestic policy, foreign policy, science, history, and the arts. A majority of decisions are deferred to the populace via referendums. The Elders and their staff are in charge of implementing the decisions and policies.    The Oda Empire have allowed Sooryapesh to continue with their system of governance, so as long as a sixth Elder was added: one uniquely responsible for relations with the Oda Empire.

Industry & Trade

Sooryapesh is known for its artisans and artificers, who power their machines with ambient arcane energy.

Districts

The city is built around the five Heavenly Spires: enormous skyscrapers, each housing a set of government operations or spaces for state-sponsored scholars to work. In particular, the Libraries are open to all visitors during operating hours.
  1. First Spire: Hosts a number of domestic government agencies, such as sanitation and law enforcement. 
  2. Second Spire: Hosts a number of foreign policy agencies, such as imports and exports controls and military operations.
  3. Third Spire: Contains the Library of Science, which houses reference materials on natural science and spellcrafting/spellcasting. There are also a number of spaces for state-sponsored scientists to work.
  4. Fourth Spire: Contains the Library of History, which houses reference materials on the history of Samarya and its nations, religious texts, philosophical texts on governance and the art of war, etc. 
  5. Fifth Spire: Contains the Library of the Arts, which houses references on all manners of craftsmanship, including architecture, painting, music, and metallurgy. 
As one moves south towards the Mahoona Canal, the city is increasingly fortified and barren.
