The Widowmaker's Cartel

After the Widowmaker massacred the former crime lords of Riverside, she successfully consolidated considerable power and took control of the city's eastern district. She enlisted the services of the Bloody Tusks, the Steelguard and Vimak Stonebreaker Nulakavi to enforce her influence and forced the Shadowtrodden into maintaining smuggling routes in and out of the city on her behalf. 
After the Widowmaker's death, her cartel fell into disarray, leaving Cade Underbough and the Shadowtrodden to take some control of what was left of Riverside's criminal organization.
