Alto City

One of the larger and more well off cities on Pizhou, situated inside a derelict pre-scream battleship on the coast of the Sea of Lu.
Named after the ship that makes up the shell of the city, the settlement is home to one of the largest organised communities on Pizhou. Their economy is larger based on the trade and export of starship tech like most communities on the planet, but Alto city is also uniquely situated close enough to the coast that the land outside the shell is viable for a thriving farmer's quarter.
The Alto itself is split into three decks, two of which have been gutted and converted into several districts; market and industrial districts on the deck level with the ground, and labyrinthine residential districts on the one above it. The third deck is much smaller than the other two, and was reserved early on in the settlement's history for the city's governing body.
The city is loosely governed by a handful of powerful members of the community; The head of security for the city and the surrounding farmer's quarters, the head of the farmer's guild, and the leader of the factory district's group.
