The word "Luxury" in the name of this space may be a bit optimistic.
Proximity to the airport and highway might seem like a benefit, until one considers the noise generated by either mode of transit.
Inexpensive, no frill units with a minimal level of security. Still, it beats sleeping under a bridge.

Pine Meadows is a framework of steel beams, upon which cargo shipping containers, modified with plugins for electrical and water systems, have been set. Concrete stairwells and walkways to the front of each unit were then poured around the steel frame.
Plumbing and electrical connections are solid, if aging and in need of better maintenance.
History
Formerly off-site container storage for the nearby shipping yards, in 2021, as the VITAS II plague continued to escalate, FEMA purchased the dunfunct shipping container storage area, and quickly constructed an emergency quarantine facility.
In the subsequent decades, additions to the facility have been made to make it more livable - including the addition of vehicle parking, and a security terminal where a Tier 1 Knight Errant Security Agent is on duty 24 hours a day.
