The Utagawa are an infamous clan of killers and assassins that make their home in the Genwa province on the island of Tokai, though they have enclaves on all of the four major islands of Shinano. They are one of the Three Clans of Tokai, and rank among the Twelve Great Names of Shinano.
The reach of the Utagawa is vast, and rumors of their criminality are rife throughout the more established and civilized clans of Etchu. Evidence has been hard to find, however, and fear of retaliation has kept their enemies from making a move against them.
