Cabinet

The Cabinet is the executive branch of the Federal Republic's government with the President of the Republic at its head. This organization is the center of federal power and every decision of its leaders will have an impact on the whole Republic or even on the whole Alpha and Beta quadrant at times.

Structure

Presidency

The Cabinet is headed by the President of the Republic that is elected by universal suffrage for a non-renewable eight-year term with a limit of one term in his lifetime. The President is the head of state, of the armed forces, the representative of the Republic abroad and need to guides overall foreign policy. The President is in charge of constituting his coalition from parties at the Parliament in the case where his party has not obtained a majority which happens relatively often. The Vice-President will then need to form a government which will implement the agenda of the coalition and that of the President.

Composition

Led by the President, the Cabinet is made up of the latter, the Vice-President, all the secretaries and six advisers, each specializing in a particular area. The appointment of the advisers and of the Vice-President is made by the President with the approval of the Office of the Federal Civil Service before the election. It is done by the Vice-President for the secretaries with the agreement of the Office of the Federal Civil Service from elected deputies of the Parliament of the Republic belonging to the presidential coalition. This is different for the Secretary General who has a slightly different role and is appointed by the Vice President with a candidate coming from the Office of the Federal Civil Service requiring parliamentary approval.

State Council

The State Council is directed by the Vice-President that ensures the coordination of the various federal departments so that any of them work against each others and outside their field of competence. It is also used by secretaries to express the problems and needs of their department that will then be communicated to the President by the Vice-President. This one also must apply the existing laws and rules of the federal government, whether directly by his departments or via their agencies.

Governors

The governor's council is a non-decision-making body that brings together the seven governors of the seven sectors of the Republic on an annual basis with the aim of expressing their grievances to the President and informing him of the situation in their sector. This council is very important for the cohesion of the Republic since it gives a feeling of listening to the governors although being only an advisory body.

Public Agenda

The purpose of the Cabinet is to ensure the proper functioning of the Federal Republic's government as well as of these different departments and agencies. He must also through the Vice-President propose to the Parliament of the Republic what must be the subject of a vote of the latter to set up his internal and external policy.
