Exodus-in-Prime

The elves of Exodus have imposed imperial rule on a number of Khelish kingdoms. These vassal states can be grouped into two categories. The kingdoms, and the governorates. Although monarchy has been the rule in the Khelish realms, in some cases the Minister of Fin-Allan has replaced the royal line with an appointed Exodite governor. The former Khelish kingdoms of Cymbar, Wordhan, and Hollack are ruled as governorates, with a governor appointed by the Minister. Governorates fully apply Exodite law to all their inhabitants, whereas in the kingdoms, local law applies to non-Exodites, and Exodite law applies to the Exodites.   Darcia, Brent, Wallaught, Menneith, Glasemer, Kant, and Marrada are ruled through vassal kings drawn from local stock. As a result, the rulers of these kingdoms retain most of the powers they have always had, though they have certain duties to the Minister of Fin-Allan and the Exodite Council. The Minister also has the power to oust any king in the realm and replace them with either another king or an Exodite governor. This has been done three times in the history of the Exodite empire and never without violence.   Glasemer was merely a province of Hollack when conquered, but incessant rebellions and intransigence by the king of Hollack resulted in the Minister ousting the king, splitting Glasemer off as a separate kingdom still under Exodite vassalage, and turning Hollack into a governorate.   Kant’s status as a kingdom is guaranteed in an old peace treaty with Kilth, which also allows Kilth certain preferential rights to trade with Kant.   Unlike the rest of the empire, the kingdom of Marrada is not predominantly Khelish. Though Exodus has largely withdrawn from southern expansion, they still retain the Valish kingdom of Marrada. Though legally the same as any other kingdom, Marradans differ in culture, religion, and language.

The people of the empire trade in the Imperial Exchange Oure, or simply Oure. While the elves did not originally use currency, dealing with the humans forced them to adopt a trade coin, for which they co-opted an existing Khelish currency. The council has since ordered each kingdom and governorate to standardize the weight and value of the Oure, but the origin of a coin can still be determined by the images stamped on either side.   The Oure can be divided into 10 Dupones, which can be divided into two half-Dupon. Finally, the Dupon itself can be divided into another 10 Foils, which itself is sometimes clipped in half for the smallest transactions.
