Hevedberg
Hevedberg, also known as "Leceanstristhe" in Elvish, is a large, walled city located on a land bridge separating two lakes, Loch Leacean and Loch Stristhe. Numerous traders, ships, merchants, travelers, scholars, soldiers, beggars, politicians, and adventurers travel the town's network of roads. Hevedberg houses many important buildings, such as the Court of Orcli, the Leceanstristhe Palace, the Bank of Orcli, several important temples and museums, and a multitude of shops, restaurants, guildhalls, shipyards, apothecaries, smiths, armories, and meeting houses.
There are 3 prefectures (or Fw) of Hevedberg, which are divided into a total of 12 districts (or Cw):
- Fw Nuppern: a large prefecture consisting of half of the districts of Hevedberg, each arranged in a six-piece pie, all converging in the center at Six-Spoke, a busy six-way intersection always full of traffic by foot, beast, or cart.
- Fw Kossentril: Hevedberg's central three districts, representing Ghadjo, Orze, and Moethe Havn itself - 3 hwells with ties to power and rule over Orcli throughout Pamona's history. The wide loop roads on the side are some of the most-traveled in the city, with most traffic going around rather than in, beyond the heavily-secured Silver Walls, nestling Cw Kynnf's gilded museums and Cw Llawrth's pristine palace complex, complete with its celestial spires.
- Fw Sownth: the prefecture containing the districts of the three hwells south of Moethe: Minnet, Meyjakh, and Sogn. Known for its industry, from gemsmiths to livestock to shipmaking, Fw Sownth is a place to find work and get work done, frequented by its hardworking sailors, halfling and human farmers, and dwarf smiths. Busy from early morning, the prefecture quiets down at night, and even its pubs and inns stay quiet at night and close relatively early. Security presence is strong, as the southern road and harbor are located in this prefecture.
- Ken Mygge: also known as the Righteast, Ken Mygge is a territory located primarily to the east of Fw Nuppern, besides a strip of rocky fishing coast ending at Hevedberg Harbor at the confluence of Fw Sownth. Ken Mygge is densely populated with mostly wooden structures built from Moethean pine. Tieflings, humans, and gnomes tend to live in this area, although the nearby districts are frequented by halflings, dwarves, and elves as well. Outside the Outer Walls, Ken Mygge is warmly referred to as "the Heart of Hevedberg" by its locals, who largely commute to the interior for work during the day, although many do stay to sustain local businesses, and others take to the lake for fishing or transport to logging gigs across the lake to other areas of Moethe.
- Ken Hydarr: Also known as the Leftwest Territory, Ken Hydarr is a frontier along the western shore of Hevedberg. To the south, alongside Fw Sownth, Ken Hydarr consists of quiet yet dense neighborhoods of wooden houses, up to three stories high in some areas, home to halflings, dwarves, and humans. Toward Fw Kossentrill and the north, the Ken consists more of urban gardens and agricultural areas, providing a buffer from coast to Outer Wall. The northern side is home mostly to elves, halflings, and humans, in quiet and orderly neighborhoods and urban sprawl of stone buildings.
- Cw Dorc, the Coppercoin District: Known for its food market, Cw Dorc is Sogn Hwell/Havn's district, and is known for its bustling market where grain, fruits, vegetables, meat, and livestock is sold. Its wooden buildings are adorned with copper hardware, fittings, and ornaments, and its well-trodden roads are made up of buff stone.
- Cw Cgwf, the Brassring District: Known for its guidhalls and shipyard, Cw Cgwf, Minnet Hwell's district, is known for its shipyard near its vertex (and Fw Sownth's Four-Spoke vertex of roads), which is bustling with shipments of cargo and sailors. Sailors finishing an expedition can check out the district's many guildhalls to find their next work or contract. The stone buildings have a plum hue, brandished with brass, and waterproof opal-toned paint is plastered onto the docks, shipyards, harbors, and waterfront buildings.
- Cw Seyd, the Bronzework District: Known for its metallurgists and gemsmiths, Cw Seyd is a district of hardworking and hard-hammering metallurgists and gemsmiths, with a high population of dwarves, being Meyjakh Hwell's district. Sage-colored stone lines the streets, and aquamarine trinkets are splattered throughout the designs of the stone houses reinforced with bronze doorways.
- Cw Gynnf, the Silverwall District: Known for its security, walls, weaponry, weaponsmiths, Cw Gynnf, Ghadjo Hwell's district, surrounds the interior Fw Kossentrill districts, segmented into smaller boroughs due to the spiky, star-shaped walls between the lower Outer Walls and the taller Silver Walls. In the space between, slate walkways and grid-pattern streets create a grid among the silver stone structures, housing blacksmiths, armorsmiths, and weaponsmiths. Training facilities, soldier barracks, and security checkpoints are prominent and adorned with pearly motifs and designs.
- Cw Kynnf, the Goldleaf District: Known for its important artifacts and museums, Cw Kynnf, Orze Hwell's district, is nestled behind the tall Silver Walls, is a decadent district containing important state libraries and museums, securely housing important artifacts. Its buildings and roads themselves are gilded with citron stone and bedazzled with peridot gems in trim and signage.
- Cw Llawrth, the Platinum Palace: Known for its palace which now holds the Court of Orcli along with the Elvish titular monarchy, Cw Llawrth, Moethe Hwell's own district, is a pristine, elvish-architecture district full of towering, white structures, which rise above and shine whiter than the Silver Walls beneath, which are blackened by the smiths and dirt below. The spires contain buildings such as the Court of Orcli and the Leceanstristhe Palace, each adorned with platinum metals and diamonds with pristine, russet wood interiors and trim.
- Cw Cocw, the Blackstone District: Known for its shrines and memorials, mausoleums and cemeteries, Cw Cocw, Tockotch Hwell's district, is populated largely by tieflings, although confined and somewhat controlled and disciplined through the upkeep and duties of maintaining shrines, memorials, mausoleums, and cemeteries. The wooden, blackened buildings blend in with dark stone structures, yet contrast with the orange wood of newer structures and shrines adorned with topaz. The tiefling or Tockotsch culture can better be seen beyond the walls of the district into Ken Mygge, including its food, music, activities, businesses, spas, circuses, and theaters.
- Cw Hacw, the Whitewash District: Known for its temples and churches, Cw Hacw boasts whitewashed buildings of stone adorned with purple linens from its Arruck Hwell homeland, adorned with amethysts. The temples and churches form a culture of their own, from devout and religious to proud and nationalistic whether toward their church, their pantheon or deity, or toward their hwell, which is typically Arruck Hwell within this district.
- Cw Mydru, the Greenspace District: Known for its magical item market, parks, Cw Mydru is the largest district of Hevedberg by land area due to the botanical gardens and parks the district houses, upkept and managed by gnomes from Caivh Hwell along with humans and elves. The district is also known for its market of magical items, herbs, and potions, largely made from Caivish botanicals, although other hwells' medicines and magical ingredients are sold here by their humans, tieflings, halflings, and dwarves.
- Cw Kyre, the Yellowwood District: Known for its markets and banks, Cw Kyre is known for its markets, businesses, and banks. Its citrine-laden buildings and vaults have a yellow shine, like the fields of Hodn Hwell for which Cw Kyre represents. Business-savvy humans, halflings, and dwarves frequently do business in this district.
- Cw Akaz, the Redlight District: Known for its nightlife, ale houses, distilleries, breweries, music, Cw Akaz, Tatsch Hwell's district, is hugely popular for its red brick breweries, distilleries, ale houses, meaderies, music halls, and nightlife. Rubies adorn pub glasses, the trademark of the district. Because of its fame, Cw Akaz is often called "Akazia," and is treated as a city separate from the business-oriented, state-run Hevedberg.
- Cw Audra, the Blueroom District: Known for its fine dining and artisan shops, located away from the Fw Kossentrill, Cw Audra is a cool, calm, and luxurious district full of blue stone buildings housing nice restaurants and artisan shops. Premier goods and fashionable dyed fabrics from Murrask Hwell are bought and sold here, with a large elf following.

Widely diverse; 40% human, 20% elf, 10% dwarf, 10% tiefling, 10% halfling, 5% gnome, 5% orc
Government
Each district has a prefect who serves as a mayor of sorts, and cooperates with their district's representative island. The twelve prefects form a small congress of sorts overseen by the mayor. Five chancellors oversee the three prefectures and two territories of Hevedberg. Different policies require different amounts of agreement, and change depending on if the policies or issues involve all of Hevedberg or are district-specific.
On a larger scale, Cw Llawrth is home to the Court of Orcli, a senate building complex which houses Orcli's congress, which consists of 48 members, split among generals, governors, island representatives, and race representatives. The full congress convenes infrequently, but the half-congress of representatives convenes more frequently, with its members residing at least half of their time in Hevedberg rather than the hwell they represent. King Kruvh acts as the head of the court, and can override any court-made decision. Any court-made decision must receive his approval.
Defences
Besides the lake, the districts are walled, with particularly impressive walls surrounding the important Fw Kossentril districts. The 2 entry-points into the city are well-guarded by orcs, military, and mages.
Industry & Trade
Almost every industry and trade found on the hwells of Orcli can be found somewhere among the districts of Hevedberg.
Infrastructure
Well-traveled but well-kept stone roads surround the perimeter of each district provide a variety of ways to travel through the city, but not too many options, so they can be maintained and monitored.
Guilds and Factions
Almost every guild and faction within Orcli, and even Svetli, has some sort of presence in Hevedberg, whether it be a meeting house, headquarters, home base, branch office, or safe house. Some factions with a presence on Hevedberg include the Midoran League, League of Orcli, Walrusians, Zed Delvers, Faerie Runners, Sworden Order, Mathe Pamona, Brandishers, Cult of Coral, and Eclipsian Endoxa.
History
Originally the capital of the elvish monarchy, Leceanstristhe was renamed to Hevedberg during the Human Conquest, and the name has remaned since the Orcish Invasion.
Architecture
Each district has its own architecture, but as a whole, the buildings are typically wooden, stone, or brick, and are well-kept, well-built, uniform, ornamented, and embellished. The white, elven spires of the buildings in the center of the city can be seen from a long distance away and creates an impressive effect when approaching the city from the road or lake.
