Empire City

Empire City is a huge metropolis on the shore of Lake Superior in North America. It is a place of extreme wealth disparity, where money buys privilege and might makes right. The local government and police force are notoriously corrupt. Lack of opportunity and social immobility has given rise to an epidemic of street-level crime, while the ultra-rich bend or break the law without fear of consequence. But Empire City is not without its heroes, from the plucky young vigilante to the determined champion of justice. But in Empire City, the old saying that "power corrupts" has never been more true, and many a super-powered crime-fighter has found themselves seduced by the wealthy oligarchs who truly rule the city.
