Scoutmaster General

In The Shinobi Corps of Kakureta, there are three estates- the Intelligence Division, the Patrol Division, and the Scout Division. Each division has its own executive, and the Scoutmaster General heads the Scout Division.

Qualifications

The Scoutmaster General is chosen from members of the Scout Divison who have proved themselves in the field. Not only must they be personally efficient and capable, but they must also inspire these qualities in the people under them. Consequently almost all Scoutmasters have, at least for a short time, been the commander of a small group of shinobi, and their performance in this role has reflected positively enough in their records that they get recommended to the incumbent Scoutmaster. After collecting enough candidates who fit the bill, the Scoutmaster General offers one last test, the Scoutmaster's Chime Trial.

Requirements

The final test to a prospective Scoutmaster General is known as the Chime Trial, by which the incumbent Scoutmaster gathers all of the candidates in a predetermined spot, and affixes a small bell to their person. The Scoutmaster gives the candidates seventy-two hours from the start of the test to take the bell off of the Scoutmaster's person, however they see fit. A test of speed, stealth, strategy and will, the Chime Trial represents a shinobi's dedication to a task: even when they don't necessarilly understand the meaning or intent of their mission, they will do everything in their power to see it done, trusting in the will of the Omo No Kage, and by exension, Emperor Hattori Hanzo.

Appointment

Upon successfully completing the Chime Trial, the incumbent Scoutmaster removes the headband which represents the office, and affixes it to the successful candidate, making them the new Scoutmaster General. The Omo no Kage, and often the Director of Intelligence, as well as the Patrol Captain, are usually in attendance, since the new candidate will be a direct subordinate of the Kage, and work alongside the other two branch executives.

Responsibilities

Shinobi scouts do initial field recon, to give the Intelligence Division an idea of where to embed agents and conduct surveillance. The Scouts also execute any missions to distract, sabotage or otherwise hamper enemy forces so that the Hokkaidan military has the advantage in a pitched battle: interrupting supply lines, destroying key infrastructure points to hinder enemy movement, and the occasional assassination of enemy leaders to throw enemy troops into disarray. "First in, last out," has become their motto due to the deployment of Scouts bookending most missons or other issues.   The Scoutmaster General, then, makes sure every aspect of these missions is planned for: they make sure that the division's equipment stays in good shape; they requisition special tools or weapons for unique missions; they review information with the Director of Intelligence and formulate plans of action based on this information; they oversee all of these actions taken by their troops, and if the mission is deemed important enough, deploy with their troops to ensure the mission is carried out.

Accoutrements & Equipment

The role of Scoutmaster General does not come with any specific equipment- styles of Scoutmasters have differed over the village's tenure, as did their loadouts. The only thing that remains consistent between Scoutmasters is the metal-plated headband, which is passed from Scoutmaster to Scoutmaster during the initiation ceremony.

Grounds for Removal/Dismissal

The Omo no Kage has final say whether anyone remains in any position in the village, and can remove the Scoutmaster under their own authority, or if the other two executives agree in a vote of "no confidence,"stripping the Scoutmaster of their title. The other way would be if a Scoutmaster becomes too infirm to enact all of their duties, or is killed in action.   In this case, the highest-ranking member of the Scout division will become the Acting Scoutmaster, until such time as the Kage determines who will take the position. In many cases, the Acting Scoutmaster is granted the title, since the reason they were chosen as Acting Scoutmaster was due to their inclusion on the shortlist of candidates to replace the incumbent anyway.
