The Shinobi Corps
The secret society of shadow warriors who use unconventional guerilla warfare tactics to help maintain the supremacy of the Hokkaidan military in their efforts, at home and abroad.
Structure
The Shinobi Corps are subdivided into three main branches: The Scout Division The Intelligence Division, and The Patrol Division. The Sentobu Assassination squad also exists, comprised of a small handful of agents, no more than 30.
The Scouts are the field agents, who actually go out onto battlefields and the surrounding areas to provide combat support. They are trained in hit-and-run tactics, sabotage and misdirection, to assist the standing armies of Hokkai.
The Intelligence Division is made up of spies and double agents. Many of these agents ingratiate themselves into local constabulary or administrative positions, sometimes even as tea-house or restaurant workers. Wherever people talk, shinobi spies are not far away.
The Patrol Division mostly exists to mind the forest in which Kakureta Village is hidden. These rangers create and maintain the traps, magical and mundane, that keep the forest inaccessable to anyone who does not already know the way. They are also like the constabulary of the village itself, maintaining order and settling disputes among residents, and taking care of whatever minor crimes might occur.
Culture
Shinobi are raised from a very young age-often birth- to live outside the traditional Hokkaidan ideals of honor and duty. Though the Samurai have a very strict code regarding rules of engagement, treatment of the enemy, and social decorum, the shinobi specifically exist outside of these parameters.
But that doesn't mean that they are mere scoundrels with no regard for right and wrong. Shinobi merely take a less-conventional approach to warfare and sabotage. Where a samurai would prefer his army to meet his opponents' on the field to fight fairly and honorably, ninja would prefer to sabotage supply lines, disrupt enemy camps, or assassinate their leaders, to ensure that the enemy army never even arrives to the battlefield. To this end, they are trained in stealth, hit-and-run tactics and espionage, to give the army the biggest advantage they can. Shinobi, if they were ever discovered to exist by the broader samurai class, would be reviled and hated, and would probably be arrested- or worse, executed- on sight. The shinobi find this a tad hypocritical, as without them, the "noble" samurai would be far less successful, and their boasts would be fewer and farther between.
Public Agenda
Publicly, the Shinobi Corps does not exist. They serve solely at the emperor's behest, and all their actions are for the betterment and protection of the kingdom, at least ideally.

History
The Shinobi Corps, as it exists now, was created by Hokuto Shinomura. During The War of 10 Shoguns, the Shinobi decided to ally with Hattori Hanzo, to help bring an end to the constant fighting. However, many in the village did not agree with this: business was good while the country was at war, and many families of the shinobi became rich and powerful during this time. In spite of this, Hokuto and Hanzo saw the writing on the wall and decided that the shinobi would work to end the war rather than prolong it.
