Personal history

After taking control of the unseen, Gift set about making the Warrens almost independent to the rest of Vaross. He knew that the leaders didn't care what went on in the slums as long as it was kept out of sight. He made a deal with the City Watch that would stop them from entering the Warrens as long as the unseen's criminal activity didn't spill out into the rest of the city.
