Supreme Leader

Not much is known of the tyrant's origin, nor motives. He appeared prominently in the Uni Gov's politics as a radical that pushed for safety and encouraged action on corruption that was rampant within every corner. With his assertive and morally righteous causes, he gained a strong following, and he eventually ran for office as a council member. (The United Government was an oligarchy.) Highlord however made plans and deals with people such as Labrat, Mr. Murder, and Ace. Labrat was to support the movement publicly, and to secretly build Highlord weapons and Robotic Sentinels for a small, secret army. Mr. Murder was to assassinate key figures in power that opposed him, making sure they seemed natural in cause, and far in between. Ace was tasked with creating chaos and fearmongering within the general population, especially the Lower Levels. The plan, was to have civil unrest take place, created by Ace's meddling, and political/governing incompetency due to those key figures being assassinated by Mr. Murder, once true chaos occurred, Highlord would step in with his Labrat-created robotic army to quell the chaos, jail the criminals, and gain public favor for his heroic actions. He will also pass laws and bills that supposedly improve things. Because of Labrat's army, he was given recognition too, and a position of power. Eventually, Highlord had the oligarchy abolished, and he took the mantel of the United Government's first dictator.
