Old Ghearas

Having some of the oldest buildings known to written history, one would expect that heritage to promote a calm and collected district. That would be incorrect.   Old Ghearas, standing since the Citadel itself was built, is the heart of the city. Open markets, plenty of alcohol, and entertainment of all kinds is the business of Old Ghearas, along wtih being the place where most public celebrations are held.

Demographics

Most of the people living in Old Ghearas are working class, though on the more fortunate and well-off end. These are lower-level artisans, people working along the river, lumberworkers, etc. On the upper end we have the artisans those people work for, people working in service (such as the many taverns), and people in the cultural scene (so entertainment).

Government

The area is run by a District Governor, appointed by the eleven stewards, who then themselves hire staff to work for them (though a change in Governor usually means little change in bueareucracy). They'll also appoint a District Guard Chief by way of the Guild of Swords, who is then responsible for hiring and deploying the city watch if their allocated budget. The budget for the entire district is granted by the Eleven Stewards.

Industry & Trade

The primary trade of Old Ghearas is entertainment and vices, though it also houses most of the non-industrial artisan work.

Guilds and Factions

The Guild of Textiles do a lot of their selling and part of their processing in the area. There are also a few smaller guilds who do a lot of their selling work there, like the Roasters Guild (who work with coffee, luth, and tobacco) and the Apothecary Guild, due to the almost constant need for minor remedies. Finally, among the legal guilds in the area, the Pugilists Guild is very popular in the area, with fistfights of different traditions and styles being commonplace entertainment.   Along more illicit lines, the Luckystone Family do most of their work in the district. This includes smuggling, gambling, non-guild liquor production, bordellos, etc. Due to their incessent use of bribes and the fact that they actually help keep parts of the district safer, the guards don't bother much with them.
