Overseers

A deputized thieves guild in Azar, the Overseers are responsible for giving trouble to those who give trouble to the city guards. Led by Damian Bracken, they try (and fail) to get as much coin as they possibly can. However, most of it goes to paying the guards, and much of the Overseers actual funding comes from family money of Damian. While Damian leads the Overseers, it runs in small closed teams, run by carefully selected individuals, each equipped with a Spies' Murmur, allowing instant communication with Damian. This makes it very difficult to get information about their organization, but it also makes loyalty to Damian himself run somewhat thin, as most do not know the man himself. In fact, some of the crew leaders have been whispering about taking control from Damian. In their frustration with him, many crew leaders have begun to act more impulsively, against the orders of the Empire. The Overseers are part of a larger alliance, known as Honored Dawn. Much of the rest of the Overseer's money goes in contributions to Honored Dawn.
