Honored Dawn
While there are a number of thieves and assassins' guilds in the Empire, none rival Honored Dawn. This is mostly because Honored Dawn tends to absorb any competing guilds into its larger alliance. Guilds like the Overseers, Darksong, The Citizens, and even the Order of Elements kneel before Honored Dawn, paying dividends to continue their operations. In turn, Honored Dawn primarily serves the Empire , giving it first chance on contracts, and even denial of certain contracts, and keeping its following organizations in line with the Empire's wishes.
Secretly, however, the leaders of Honored Dawn answer to another master: Zehir, the god of assassins, thieves, and poison. In fact, not only is this god their divine master, Honored Dawn posses a massive statue of the serpent god that telepathically communicates and directs them. Unbeknownst to them, Zehir is not a god at all, but an imprisoned Rakshasa who used the rumors of an assassin god to enrich himself. He now seeks freedom, but even more he seeks vengeance against the world for imprisoning him.
Due to having the clever mind of a Rakshasa behind them, along with their massive network of agents, Honored Dawn is exceptional at anticipating its opponents' moves. However, their leaders power is also its downfall. Zehir is clever, yes, but also arrogant, and impatient for his long punishment to end, and to begin his rule over the criminal underworld. Honored Dawn will absorb guilds without fully vetting them, simply accepting them into the fold in the rush to get more information and manpower. This has allowed other organizations to infiltrate Honored Dawn with relative ease.

Darksong is a recent addition to Honored Dawn, but its great success has made it a highly influential one. Sorvor Vetsk, the leader of Darksong seems fanatically loyal, and gives much of Darksong's resources for the larger organization, and has completed several seemingly impossible tasks for the group personally.

The Overseers bend the knee to the greater Honored Dawn unit. While the leader of the Overseers, Damian Bracken chafes under their rule, their is little he can do about it. He struggles enough to keep control of his own organization.
