Azar
Azar is a thriving center of trade, both ocean born, and along the underground trains of the Empire of Ilien. A merchant's guild, the Citizens, keeps things in order, and keeps gold flowing through the heart of Azar. It is also the main transportation hub of the Empire, nearly every train, passenger or freight, runs through the city, kept safe by the Fulmination Core, an empire sponsored warrior's guild. They work alongside the Imperial Guard, protecting the goods and people underground as they move from Azar to elsewhere.
Inside Azar, much of people's property is protected by the local Deeds, though of course only the wealthy can afford the proper permits within the city limits. This is enforced by the Overseers

Districts
- The Old Ward, along with Lorehold District, are the two oldest parts of the city. When Azar was just a small coastal town, it built up around Lorehold College. The Old Market is the main market for the people who actually live in the city, though it does have one of the two entrances to the train system, so it is quite busy, if slightly less high brow than the Goldensail Market.
- Each of the Empire's cities has an Imperial District, where the city council meets, and the most favored of the empire live and work. Azar's is walled in, and very small, so while this is true in theory, many live elsewhere, whether that is the Goldensail District, or in and around Lorehold.
- Lorehold District is the area in and around Lorehold College. Few live here outside of students and faculty, though there are a few with rare magical artifacts hidden down discreet alleys.
- Goldensail District is the true high end district of Azar, but unlike many of these high end districts in other cities, it is bustling with activity. This is the merchant's quarter, and many of the middle class live and breathe here. The prices are high, but so is the prestige of working and living in the bustling heart of the Empire.
- The Stadium District is mostly a tourist district, outside of festival times. The stadium itself is running fairly often, with gladiators taking on beasts, or other gladiators. The Stadium Market is the best place for a traveler to get stocked up on supplies for the road, or standard weapons for warriors and adventurers. Most of the people that live here are less well off merchants, but still well off enough to live in the city proper.
- Outside of the city proper are the Outer Districts. While technically apart of Azar, these are mostly unpatrolled by the Imperial Guard, and are entirely unprotected by the city's deeds. Because of this, many of the buildings are run down, and thievery is rampant, as both sanctioned and unsanctioned criminals can run amok here. Even the buildings near the roads are mostly left in disrepair, as most of the wealthy folk and merchants coming to the city arrive by train or boat. The Outer Districts are also the location of the Outer Docks, the city's primary black market.
