Kree Navy
While technically under the command of the Supreme Intelligence, Science Council, or Emperor of the Kree, in practise the Navy has historically opperated with a high degree of independence, fuelled in part by the militarisation of Kree society, in which most senior government possitions were held by formed Navy officers.
The Navy was the largest employer in Kree society; the Empire was never at peace for more than a couple of Hallan years at a time since its inception, meaning a constant supply of soldiers willing to die for the Empire was required.
