The Hulkbusters
The Special Executive for Superhuman Retrieval (commonly known as the 'Hulkbusters') were a unit of the US Army under the command of General Ross.
Public Agenda
Their stated mission was to protect the general public from the Hulk. In reality however, their goal was the capture of Hulk in order to study him, with the intention of creating Super-Soldiers.
Disbandment
The unit was dissolved in 2014, due to a combination of the failure of Emil Blonsky's enhancement, Ross's promotion to Secretary of Defence, and growing public support for the Hulk as a superhero.
