If at night, 1-in-6 chance of the Goat Eaters messangers here discussion plans and passing information.
If a full moon, all Goat Eaters (35 + 1d4! initiates) will be here, going through their goat-eating ritual and inducting new members.
If morning or evening, 1-in-8 chance of Otters and upper class of Kynobirtheim and Tyrmdrihin trading here

On the full moon, the men of Kynobirtheim and soldiers of Tyrmdrihin will visit the Seigen's Stones near midnight dance around wearing only wolf pelts. At the end, they slaughter a goat and eat it raw to please Seigen

Livon's Otters

When trading with the 'upper class' of Kynobirtheim, Livon's Otters will often meet with them at the Seigen's Stones

Ilfinwachi & Tyrmdrihin

The elves of Ilfinwachi have spread rumors of werewolves in Kynobirtheim and Tyrmdrihin. They say they force the curse of victims at the Seigen's Stones.
