Government
Two factions battle openly for control of the town, a consortium of wealthy merchants and a court of aristocrats. The aristocrats currently control the town council, holding five of the seats to the merchants' four.
Defences
The Guardhouse: A stout building of stone walls, headquarters of the town guard. A stone statue of Zadkush stands in front of the building.
Infrastructure
Cerulea Maxima's infrastructure is a hodgepodge of enhancements and structures that have survived the rise and fall of several fledgling kingdoms and attempts to civilize the island. The streets are a mix of paved, cobbled and dirt. The sewer system works irregularly and empties into the lake to the south of Cerulea Maxima.

Western Market
- Rosta's Pottery: The workshop of a male human potter named Rosta, who was once a great wizard, but retired after defeating Zeiram the Lich.
- The Flying Pilgrim: A tavern, built within the walls of an ancient iron keep.
Eastern Market
- The Flying Pilgrim II: It's name comes from being a perfect duplicate of The Flying Pilgrim, from the building itself, to its decor, and even patrons.
- A spire of quartz, said to entomb a relic of Zadkush.
Cathedral Ward
- The Bloody Dagger: A fanciful commoner's inn, known for its impossible variety of beers and ales.
- An obelisk of hewn stone, placed to honor Zadkush.
North Scholar's Borough
- The Fool and Goblet: An elegant dwarven tavern, built around a hewn stone impaled by a sword.
Rogue's Borough
- An ancient arch of obsidian, placed to honor Lady Boska.
Servant's Village
- An obelisk of rune-carved stone, said to entomb the bones of a local hero named Brosta.
Geography
Cerulea Maxima sits between two large lakes in a flat area of grassland The outskirts of the city are farmland. To the south the area around the lakeshore is a large area of marsh and swamp.
