Dragonrock Veche
The Boyars of Dragonrock are descended from the original families that settled the asteroid centuries ago. The families became the basis for government on Dragonrock ever since. They form the Veche, the collective legislative, judicial, and executive body for the city.
Structure
The Boyars form the legislative body with the Kynaz serving as the president of the Legislative Council. A simple majority is needed for purely internal affairs, but a full two-thirds majority for issues of greater importance. Any Boyar can propose legislation, but no legislation can be brought to the floor for debate without the Kynaz providing permission. The Belozersky, Repnin, Gorchakov, and Galitzine families have recently formed the Lampdnik Bloc to push reforms they believe are necessary for a prosperous Dragonrock.
The Collegium of Justice is the supreme court on Dragonrock. It is a three justice panel, comprised of three of the Boyars. In the various districts of the city, the local Prikaz acts as the administrative and judicial officer of the district. The Troubetzkoy family has been a staple on the Collegium of Justice and has spent decades working in the courts to rationalize Dragonrock's laws.
The Kynaz sits as the sole executive and commands the Streltsy Regiments, though the Radómsky and Drubetzkoy families have traditionally held high positions in the training and command of the Streltsy. The Gankin family has weaseled its way into nearly every level of civil administration. Its said that Dragonrock would fall out of the sky if the Gankins did not keep it running.
History
In or about the 10th century DR, traders from Toril took control of a spelljammer vessel that crash landed in the Silver Marches. Sailing it out into Wildspace, they encountered the Rock of Bral and learned more about spelljamming and the Tears of Selune. They discovered Dragonrock shortly afterwards and founded the town there. The families that settled Dragonrock were Belozersky, Repnin, Gorchakov, Galitzine, Troubetzkoy, Stolypin, Drubetzkoy, Gankin, Myshkin, Barashkov, Rogózhin, and Radómsky.
Military
The Streltsy Regiments are under the supreme command of the Kynaz. They are ordered into companies of levies and professional volunteers. Each regiment is comprised of three companies of 50 soldiers each, with one company being veteran volunteers. Each regiment takes up policing duties in each district on Dragonrock, with 7 regiments in all.
The Docks Regiment
Nicknamed the Sea Dogs, the Docks Regiment keeps order in the docks ward. In addition to policing, they are used as customs officers and marines on Dragonrock's small fleet. With these additional duties, they are allowed two additional companies and are the second largest regiment on Dragonrock. Fyodor Vladislavovich Radomsky is the colonel of this regiment and is known for his strict discipline and lack of tolerance for crime in the streets and the ranks.
The Golden Regiment
Comprised mostly of gnomes, this regiment is known for its proficiency with exotic firearms and artillery pieces. Since the Golden Hills district is a low crime area, the regiment can devote their time to arms manufacturing and repair. The Boyars are grateful for the gnomes expertise but is unwilling to give a gnome command of the regiment. Therefore, Nadia Stepanovna Drubetskoy is the colonel of the regiment and the only female colonel in the Streltsy. She has aspirations to make the Imperial Elven Navy's support obsolete.
The Celestial Regiment
Headquartered in the Celestian District, this regiment has special jurisdiction to provide security for religious building and protecting the religious institutions on Dragonrock. Unlike the other regiments, the Celestial Regiment breaks its companies down further into detachments in order to protect six of the eight temples in the city. It is the only regiment headed by a person not of the Radomsky or Drubetskoy families. Instead, Ilyia Yaroslavovich Mishkin is the colonel as the regiment is not very prestigious and he is known as a bit of a religious fanatic.
The Landed Regiment
Forming the backbone of the Dragonrock military, the Landed Regiment is called such because it is the sole population of the War Fields district. It is the largest regiment with twelve companies of 100 soldiers each. The courtyards of the imposing red stone buildings here are parade fields and training grounds. Since crime in the War Fields is dealt with via the military commission courts and the district restricted to members of the regiment, the Landed Regiment takes up the policing duties in the rest of the city not covered under other districts, called the Immediacy since it is immediately subject to the Boyars and not the district administration. The colonel of the regiment is Dimitri Denisovich Radomsky, famous for his jingoism and distrust of elves.
The Rynda Regiment
While it is the smallest regiment, it is the most professional and experienced of all the regiments. Entrusted with the protection of the Government District and the Boyars and their families. The colonel of the regiment is the enigmatic but charismatic Vasil Stepanovich Drubetskoy, the youngest colonel ever to command the Rynda Regiment or a Streltsy regiment overall.
Religion
Though there are eight different religions with large temples on Dragonrock, almost every citizen believes in some deity. While the elves in the Elven District do not have a formal temple, there is a chapel to Corellon or the Seldarine in the 1st Fleet Headquarters. The gnomes maintain a garish temple to Garl Glittergold and humans maintain temples to Torm and Helm. The Temple of the Dead is a polyglot temple where believers of all gods can have a shrine to their respective liminal deities, providing the funeral services for their religion.
The Temple of Ptah is comprised of a variety of races and is open to all. The Temple of the Path and the Way is a new temple of a polyglot faith trying to gain followers. The Temple of the Elements houses shrines to various elemental gods, kept out of fear of their ire rather than serious belief.
The Boyars are products of the culture on Dragonrock and religious to some degree. Most, being human, belong to the church of Torm or Helm, though the Mishkin family has some members belonging to the Church of the Path and the Way.
The official policy of the Boyars is religious toleration, but this is not exactly true. Subversive faiths such as the church of Bane or other destructive deities are technically banned.
