Imperial Elven Navy

The Imperial Elven Navy is a military organization of elves in wildspace.

Structure

The Imperial Navy was a collection of individual fleets spread throughout the Known Spheres. Officially, the Fleet answered to the royalty of the groundling elves of each crystal sphere, as if all elves collectively belonged to the same empire; in truth, they operated as a distinct entity. The head of the chain of command was the Grand Admiral, assisted by a Council of Admirals known as the Cabinet, who were usually very old, even by elven standards. The Cabinet was composed of eleven admirals in total.   Below the Cabinet was the Admiralty Board, which served as a judicial branch, and Accounting Services. These did not hold true power of command, but were crucial to the functioning of the organization. They were the last court of appeals for the courts-martial and mast punishments.   Fleet admirals were the next rank, and they were in charge of a force consisting of many captains called a fleet. Fleet admirals usually controlled a single crystal sphere, although a captain might control a sphere if the number of elven ships in that location was very low. These senior officers, that is, admirals and captains, were awarded with command of their own spelljammers, usually men-o-war. During peacetime, captains could pilot their vessels wherever they wanted, subject to only an occasional check-in with superiors.   Below admirals would be commodores, commanding a battlegroup that comprises of a group of smaller squadrons of spelljammers smaller than a man-o-war. Below the commodores are the captains which command the squadrons of lighter ships that are in turn commanded by commanders.   Admirals wore silver plate mail, but without helmets, and black boots speckled to look like stars. They wore black silk gloves and a black tabbard over their armor with the butterfly insignia of the navy over a starfield design.   Commanders were expected to show great flexibility; the same captain might be called on to lead an attack on enemy forces on one mission while acting as a diplomat on the very next. In word, disobedience to the orders of the Fleet was not tolerated; however, in practice, commanders who ultimately succeeded at missions were often forgiven.

Culture

The Council of Admirals, also known as the Cabinet of the Imperial Elven Navy is a governing body made up of high-ranking officers in the navy. It is led by Grand Admiral Seldin Ghar, who holds the most power and authority within the council. The council is responsible for making strategic decisions and setting policies for the navy. It consists of 11 members and the Grand Admiral.   Admiral Tathariel Galanodel is an experienced admiral who has spent most of her career patrolling the borders of Realmspace. She is known for her strict adherence to military protocol and her sharp strategic mind. She serves as the Vice Grand Admiral, the second in command to the Grand Admiral.   Admiral Erevan Ilesere is a charismatic and bold leader who rose through the ranks quickly due to his daring tactics and battlefield heroics. He is well-liked by his subordinates, but some members of the Cabinet question his judgment. He serves as the First Admiral and Chief of Naval Staff. He directs naval strategy and military affairs.   Admiral Nelyndra Naiadryl is a naval intelligence expert who is known for her ability to gather and analyze information quickly. She is often called upon to advise the Cabinet on matters related to espionage and counterintelligence. She serves as Second Admiral and Chief of Naval Surveillance.   Admiral Keryth Blackbriar is a gruff and no-nonsense officer who has spent most of her career fighting pirates and other threats to elven shipping. She is widely respected for her dedication to the Navy's mission and her willingness to take on tough assignments. Unfortunately for her sensibilities, he serves as Third Admiral and Chief of Naval Personnel and Manning.   Admiral Ardwin Windrider is an expert in ship design and construction. Admiral Windrider oversees the Navy's shipyards and is responsible for developing new technologies to keep the fleet ahead of its rivals. He serves as Fourth Admiral and Controller of the Navy.   Admiral Sanev Jolen is a master navigator and cartographer. Admiral Moonshadow is responsible for mapping elven space and ensuring that the Navy's ships can navigate safely through the cosmos. He serves as Fifth Admiral and Surveyor of the Navy.   Admiral Marianon Silmara is experienced diplomat and negotiator. Admiral Starweaver is often called upon to represent the Navy in negotiations with other spacefaring powers. After serving in the Unhuman Wars, she was the IEN's diplomat to the Rock of Bral. She serves as Fifth Admiral and Chief of External Relations.   Admiral Tharivol Silverleaf is a former member of the Spelljamming Corps. Vice Admiral Silverleaf is an expert in unconventional tactics and guerrilla warfare. He often clashes with Admiral Galanodel over matters of strategy. He serves as Sixth Admiral and Chief of Special Naval Programs.   Admiral Naesala Caivalur is recent addition to the Cabinet. Admiral Caivalur is the first drow to serve in the Cabinet. She is a talented engineer and logistician. She serves as the Seventh Admiral and Chief of Naval Supplies.   Admiral Nindrol Heivaris is a conservative officer who is skeptical of new technologies and unconventional tactics. He is often at odds with Admiral Windrider over matters of ship design and construction, ostensibly because of the rising cost of new spelljammers and risks of new tactics. He serves as Eighth Admiral and Secretary to the Fleet.   Admiral Valtarien Silversail is a semi-retired admiral who now serves as an advisor to the Cabinet. Admiral Silversail is respected for his wisdom and experience. He is known to be a mentor to Admiral Ilesere and compatriot of Admiral Galanodel during the Unhuman Wars. He serves as Deputy First Admiral.   The Bench is the judicial branch of the Imperial Elven Navy, sitting below the Cabinet in rank. It is made up of nine Admirals who serve as judges in court-martial proceedings and other legal matters. However, the Bench lacks real independence and essentially takes orders from the Cabinet, acting as a rubber stamp for their decisions. Admiral Chaenath Inabalar, a wise and experienced judge who is respected by her colleagues on the Bench and serves as Chief Judge. Admiral Darian Brightblade, fierce and uncompromising judge who is known for his strict adherence to the letter of the law. Admiral Galathil Moonwhisper, a reserved and introspective judge who is often called upon to handle cases involving complex legal issues. Admiral Aywin Heibalar, a passionate and idealistic judge who is dedicated to upholding justice and protecting the innocent. She has a penchant for siding with the enlisted sailor and hadozee mercenaries. Admiral Kethryllia Sunblade is shrewd and pragmatic judge who is known for her ability to cut through the complexities of a case and get to the heart of the matter. Admiral Maelyrra Nightshade is a cunning and resourceful judge who is not afraid to use unorthodox methods to achieve justice. Admiral Kailu Ralogella is a calm and even-handed judge who is respected by all who come before her. Admiral Haemir Carqen is a charismatic and persuasive judge who is known for his ability to sway his fellow judges with his words. Admiral Alosrin Erkrana is a passionate and fiery judge who is dedicated to punishing those who would harm the innocent.   Despite their individual strengths and personalities, the Bench ultimately serves as an extension of the Cabinet's power, and their decisions are largely predetermined by the Cabinet's wishes. As a result, the Bench lacks the true independence and autonomy that a judicial branch ideally should possess.

Public Agenda

The Imperial Elven Navy seeks to protect elven kind in all crystal spheres all throughout the multiverse. Recently, the Imperial Elven Navy has been trying to assert control over the security of Realmspace. Grand Admiral Seldin Ghar of the Imperial Elven Navy has long been seeking to assert total control over the security of Realmspace. He believes that the security of all realmspace should be under the command of the Imperial Elven Navy, and he has been working tirelessly to make this a reality.   To achieve this goal, Ghar has been trying to diminish the influence of the Rock of Bral, which is the current hub of trade and commerce in Realmspace. He sees the Rock of Bral as a threat to his power and has been working to undermine its authority and influence.   Ghar has also been trying to sideline the nascent Spelljamming Corps of Toril, which was formed to provide a united defense against external threats. He believes that the Spelljamming Corps is redundant and unnecessary, and that its existence only serves to undermine the authority of the Imperial Elven Navy.   Furthermore, Ghar has been attempting to prevent Dragonrock from forming an independent navy. He sees the potential for a Dragonrock navy as a direct challenge to his authority and control over Realmspace.   To achieve his goals, Ghar has been using his influence and power within the Imperial Elven Navy to maneuver and manipulate events to his advantage. He has also been using his considerable resources to fund various projects and initiatives that serve his interests.   Despite his efforts, however, there are those who oppose his plans and seek to maintain the balance of power in Realmspace. The struggle between Ghar and his opponents has become increasingly intense, and the future of Realmspace hangs in the balance.   The Imperial Elven Navy is also getting into conflicts with the Enforcers, a vigilante band of spelljammers that focus on taking out pirates and mind flayer ships.   The Enforcers believe that the Imperial Elven Navy is too slow and bureaucratic to effectively deal with the threats of piracy and mind flayers, so they have taken it upon themselves to patrol and protect the space lanes of Realmspace. However, the Imperial Elven Navy sees the Enforcers as a vigilante group that operates outside of the law, and they are suspicious of their motives and methods.   This tension has led to several incidents where the Imperial Elven Navy has attempted to interfere with the Enforcers' operations. In one such incident, the Enforcers were in the middle of a raid on a pirate base when the Imperial Elven Navy arrived on the scene. The Enforcers tried to explain their mission and the situation, but the Grand Admiral ordered them to stand down and leave the area. The Enforcers refused, and a brief skirmish broke out between the two groups before the pirates took advantage of the chaos and escaped.   These clashes have created a rift between the Imperial Elven Navy and the Enforcers, with each side accusing the other of overstepping their bounds and endangering the safety of Realmspace. The situation remains tense, and many fear that it could escalate into a full-blown conflict if a resolution is not found soon.

History

The elven fleets have acted in concert in several multi-sphere campaigns against enemies that threatened elvenkind. One of the most famous of these was the Unhuman War. During this war, the elves destroyed half of all orcish and goblinoid fleets in the Known Spheres, with the largest space battle occurring in Greyspace, where the elves amassed a force of 100 spelljammers and wiped out 50 orcish ships.   The war was begun by the elves, who debated for many centuries whether it would be best to eliminate all "unhumans" from the spheres. After they began the war, they did not re-debate the issue and carried out their decision till its completion. After the end of the war, they began debating a similar effort to remove the neogi from the spheres. Before the Second Unhuman War, the Grand Admiral was a tiny elven woman who was centuries old. Sometime after 1362 DR and the beginning of the Second War,[13] the Grand Admiral was briefly a male elf.[ Within a few years, he was apparently replaced by an elven woman named Serin Ghar, who was a near celebrity on the island of Evermeet.   The elves ultimately won the Second Unhuman War but at great loss to their fleets. At least one historian postulated that the elven fleets had spread themselves so thin that they were doomed to meet the same fate as the goblinoids after the First Unhuman W   The current Grand Admiral is Seldin Ghar.

Military

The Colored Fleets of the Imperial Elven Navy are a group of four fleets with distinct roles and histories.   The Red Fleet is the oldest and most prestigious of the Colored Fleets. It was established during the First Unhuman War and has seen action in both the First and Second Unhuman Wars. The Red Fleet is known for its bravery and heroism, and it is where the Bench and Cabinet select new members. The admiral of the Red Fleet is always a member of the Council of Admirals.   The White Fleet was established during the Second Unhuman War and is responsible for protecting the borders of the elven empire. The White Fleet is also responsible for selecting new admirals for the Red Fleet. Following the devastation of Arborianna and the decimation of Captain Kryssos's Greyspace Battlefleet, the Grand Admiral established the White Fleet so that multiple new sectors could be defended.   The Blue Fleet is the newest of the Colored Fleets and is responsible for training new officers for the Imperial Elven Navy. The Blue Fleet is the least prestigious of the four fleets, but capable officers from the Blue Fleet are often promoted to positions in the White Fleet.   The Yellow Fleet is comprised entirely of bureaucrats and select officers from the other fleets and academy who show administrative rather than battle promise. The Yellow Fleet is responsible for logistics, supply, and administration for the entire Imperial Elven Navy.   Under the three operational color fleets are several Battlefleets. A battlefleet is usually given either a whole sphere or a sector of a sphere. These battlefleets are further subdivided into divisions, flotillas, squadrons, and individuals vessels.

Laws

Promotion

The promotion of officers in the Imperial Elven Navy was straightforward until reaching the rank of Commodore. An officer would begin either as a lieutenant or midshipman, depending on whether they graduated from the academy or was selected for officer candidacy from the ranks of the warrant officers. Progression was linear and depended on skill and experience in command or bridge crew positions.   Admirals were another story. A commodore of any Colored Fleet would go before the Board of Admiralty, a special board of three members of the Cabinet which examined promotion packets for each candidate for a vacant Rear Admiral berth. These berths only appeared when a new 3rd rate spelljammer--usually a non-command variant of an Elvish man-o-war--was grown or an admiral died. Neither happened frequently.   The commodores are sorted first according to which Colored Fleet they belonged to, with priority given to Red, White, and Blue in succession. Next, an officer's combat record was examined through a complicated formula involving captured tonnage, lost personnel, damage expenses, and other factors. Finally, there is an examination by the board where the candidate appears to answer questions and present a professional appearance.   Upon selection, the commodore is made a Rear Admiral of the Blue. After years of service and the availability of a new berth, a Rear Admiral of the Blue can be promoted to be a Rear Admiral of the White. After years of service and the availability of a new berth, a Rear Admiral of the White can be promoted to be a Rear Admiral of the Red. After years of service and the availability of a new berth, a Rear Admiral of the Red can be promoted to be a Vice Admiral of the Blue. After years of service and the availability of a new berth, a Vice Admiral of the Blue can be promoted to be a Vice Admiral of the White. After years of service and the availability of a new berth, a Vice Admiral of the White can be promoted to be a Vice Admiral of the Red. After years of service and the availability of a new berth, a Vice Admiral of the Red can be promoted to be an Admiral of the Blue. After years of service and the availability of a new berth, an Admiral of the Blue can be promoted to be an Admiral of the White. After years of service and the availability of a new berth, an Admiral of the White can be promoted to be an Admiral of the Red.   Even for elves living hundreds of years, this process is tedious, long, and causes immense frustration. Members of the Yellow Fleet have no such process. It is entirely linear from the bottom to the top.   

The Codes

The Code of Justice and Code of Protocol are a set of rules and regulations that govern the actions and behavior of the Imperial Elven Navy. These codes are strictly enforced and violations are punished severely. The Code of Justice outlines the laws and punishments for various crimes committed within the Navy, including mutiny, theft, and insubordination. Punishments for these crimes range from imprisonment to death, depending on the severity of the offense.   The Code of Protocol, on the other hand, dictates the proper procedures and etiquette for various naval activities, such as flag-raising ceremonies and gun salutes. It specifies the number of gun salutes that must be ordered for different occasions, such as the arrival of a foreign dignitary or the birthday of a member of the royal family. The Code of Protocol also dictates which flags and pennants must be raised on which masts and when different admirals must salute to each other.   Both codes are strictly enforced by the Navy and violations are punished severely. Naval officers must study and memorize these codes, as well as other naval regulations, as part of their training. The codes help to maintain order and discipline within the Navy and ensure that all naval activities are carried out with the utmost professionalism and respect for tradition.

Trade & Transport

The Accounting Service is an administrative unit of the Imperial Elven Navy that is staffed entirely by officers and sailors from the Yellow Fleet. Its main responsibility is to oversee the finances of the Navy, which involves keeping track of the budget, expenses, and revenue streams.   The officers of the Accounting Service are highly skilled in the areas of finance, accounting, and auditing, and they work closely with the Cabinet to ensure that the Navy's financial resources are being used effectively and efficiently. They are also responsible for ensuring that all ships and bases are adequately supplied and equipped with the necessary resources, such as food, fuel, and ammunition.   One of the main challenges faced by the Accounting Service is dealing with the complex and often unpredictable nature of Spelljamming travel, which can make it difficult to accurately predict and manage expenses. As a result, the Accounting Service is constantly working to improve its forecasting and budgeting processes to ensure that the Navy has the resources it needs to operate effectively in the dangerous and unpredictable world of Realmspace.   The Yellow Fleet has spelljammers, but are entirely Tradesmen that make up the supply fleets. These ships transport the various goods needed to supply the other Colored Fleets.

The Sindiath Line began as an element of Imperial Elven Navy and is now a trading company predominately comprised of elves for the benefit of elves.

Allied

Allies: The Sindiath Line's greatest ally is the Elven Imperial Navy itself. Every ship of the Line is actually part of the Fleet and may be called back to duty on a moment's notice. However, since no Sindiath vessel has been recalled (except for the occasional short-term emergency) since the Line was founded, most people don't worry about their ship being commandeered in mid-voyage. The alliance between the elven Fleet and the Sindiath Line is actually more powerful in reverse. Pirates who regularly prey on Sindiath Line vessels may find themselves visited by an elven armada-ship or two, armed to the teeth on a pirate-hunting mission.

Non-hostile

The Imperial Elven Navy believed it was their right to set up a headquarters on Dragonrock as they provide security for the city. The Boyars did not take kindly to the navy taking over part of the city for their own private enclave. Relations are cordial at best and icy at worst.

Hostile

The Imperial Elven Navy hunt down criminals, including the slavers of the Chainmen.
