Benevolent Council

Benevolent Council, you say? Ha! Ain't nothing benevolent about them. A bunch of filthy-rich assholes with insatiable thirst for power, that's who they are. Better keep your distance from them and don't let the sight of their gold blind you, or you're much more likely to end up dead rather than rich. I mean, what else could you expect of those who've just straight up paid money to get their seats on the Council?
The Benevolent Council holds most of the authority on Sol Meridia. It was formally established in exchange for the island's influential families providing their full support in defence of the island during the Siege of Sol Meridia. The extent of the Council's powers is defined by the Gollanhad's Pact, a formal document signed by the representatives of the island's militia, Sol Meridia's then-governor Bradley Gollanhad and High King Thomas Gilroy. With the exception of a few seats reserved for the communities whose representatives negotiated the Pact, most of the seats on the Council are sold off an auction every year, which also greatly contributes to its coffers.   While the High King's governor still retains formal control over the island and can assume full authority in case of a threat to the future of the Kingdom of Eire, the Council is in charge of most of the everyday affairs of the island. Their interests are known to often diverge from those of the royal governors with several of them going missing, falling victims to unknown assailants or being recalled as a result of the conflict with the Council. It is rumoured that the Agents of the Benevolent Council, a secret group of individuals doing all kinds of secret and dirty work, is responsible for most of the accidents happening to those who would dare cross the Council. They also provide the Council with delicate information used to further its influence, both on the island and beyond.
