Burntwood is the only major bubble city to remain neutral in the Pacters / Hunters conflict.
Independents from either side are welcome in Burntwood and live in relative harmony.
With the recent talk of possible peace between the factions in the face of the Fonian Mandate many are looking to Burntwood as a possible head of any alliance because of their historical neutrality.
