Malton is the capital of the Hunters and has a high concentration of them, making it one of the safest places on Helgreg from Shadows.
After their terrible defeat at the hands of Dougal Conleth and his Pacters that ended in Astoria's destruction, the Hunters have been avoiding open conflict with the Pacters.
