Appointment
The appointment of a Master of Whispers is an interesting one. While an administration would want to be able to trust the individual who dons this title, the nature of the role is such that trustworthiness seldom is a quality found in this profession. That said, there has never been a recorded instance of espionage derived from this rank.
Duties
The master of whisperers is the spymaster for the Grand Chancellor. They are charged with gathering intelligence from informants in Albion, across the Cudbron Ocean, and other places of significance. Unlike the other positions of the small council, it is one that very little is ever known about beyond the Small Council.
Responsibilities
Rumours are often more deadly to a public official than a guillotine and a Master of Whispers must maintain a steady hand on the pulse of society in order to excel in their field. Doing so requires a level of finesse that takes years to hone and a charisma of bardic proportion.
Grounds for Removal/Dismissal
Like all members of the general administration, the Grand and High Chancellor may remove a sitting member for any such reason, so long as they have cause to do so.
