It is through the river outlets fed by the Imperial Fountain that the Assassins of the Scorpion entered in a false flag assassination attempt of the Emperor.
When the Empress and her child went into hiding in the safe room, the Imperial Fountain dried up - it appears the activation of the safe room places it in the boiling flow of the waters as extra protection.
The Aratibo is the highest Tier of Szhen-Dgou. It is the location of the Cerulean Palace complex.
It is technically accessible to any, but in reality it is only accessible to staff of the Palace. The Imperial Family live inside this Tier and have largely remained there during 'The Seclusion'.
This Tier possesses fabulously beautiful gardens, said to emulate and represent each of the regions of Mitzu, though they are only used by the Imperial family and invited guests (though not at the same time).
The Imperial Fountain is also located on this Tier. After spraying high in the sky, this powerful natural hot spring filters into artificial rivers which then cascade down the slopes of Szhen-Dgou to deliver water to the various Tiers.
