Isikaya

This Tier is home to seven very large private houses. 
Only the Isikaya & Families themselves enter through the main gate. There is a small side gate for their staff and retainers. There is no reason for any but the Isikaya and their entourage to enter here – no private meetings with others are held here. As such, there is no test to be passed to gain entry. One must simply rise to that political office.
It is divided into seven sections, one for each Isika. Each is very self-contained and usually noticibly guarded, with a street running around the outside of the Tier to enable access.
