Opoli

Opoli is the outmost tier of the capital city of Szhen-Dgou. It is accessible to all and a significant trading post.
Originally a fairly small strip of land, Opoli has been greatly extended through a disorganised series of piers, boardwalks and floating platforms. It is only accessible by boat -  the nearest land being Karta, Odon & Mul.
This is without doubt the most diverse Tier of Szhen-Dgou, with many foreigners, rich and poor, seething through its hectic streets. In this tier you will find docks, markets, shops, hostels, tea rooms and hotels. Some areas are much fancier than others. Turn a corner and you will move from fancy hotels, restaurants and tea rooms and find shanty buildings, thieves, workers with the dead, whores and inebriated sailors.
Visitors who wish to have any interaction with other Tiers must either pass the tests or hire an Akisata to act as a middle man.
