Hevka
A place for those who have quiet literally nowhere else, Hevka is a town with very little laws, and very little structure. The great Eye of Terror always looms in the background, ever a reminder of how far the denizens of Hevka have fallen. This also influences one of the most important rules that is enforced. Do not anger The Watchers. The ominous group can, and has, on many occasion razed the town when a wayward magi or crazed warlock has used the town as a staging ground to try and influence the magic at play in the Thousand Eyes.
Currently, the town is run by a syndicate of undeath and criminals, who have been driven from their own lands, hiding from those who might try and remove them permanently. They have built their society as a means to gain power, yet they are constantly competing against each other. With the streets of Hevka often turning into a battleground between powerful liches and shamans.
Occasionally the town will be raided by either holy warriors seeking to clean the stain of Hevka off the face of Ardicil, or maybe opportunistic pirates who seek a quick score with those who cannot pursue them to more regulated waters. Regardless, the city always rebuilds, and is a place for those who have no place to go.
