Nel'doria
The city of Nel'Doria is cosmopolitan paradise, with technology which is closely beginning to represent the onset of the Age of Arcanum. A prospering and surviving Elven Empire out of Dol Metulu, which allowed the prosperous growth and inclusion of the scattered races following the devastation of the War of Arcanum allowed the city to grow and sustain longer and more prosperous than any true elven empire.
Nel'Doria has grown beyond the size of its capital city, and has now become the trade center of the empire. They are ruled by a council of various representatives from all over the city's population, including Union Leaders, Scholars, and community elected representatives. Ultimately, they still answer to Dol Metulu , but the elven capital is mostly happy to keep to themselves and collect a very minor tithe from their sister city.
The city has benefitted greatly from exploring the Wreck of the Wavecrasher off its coast. Collecting technology and knowledge to benefit their own society. It has also benefitted greatly from trade and transport, and is one of the greatest producers of airships next to Anklegnaw. It is also a place of learning dedicated to the elemental planes, and share their own divine temples with those dedicated the elemental titans. These sometimes end up in clashes, but since the establishment of the ruling council, those have mostly been localized and isolated. However, there are the occasional rumors spread about Mercia supporting the more radical divinity supporters, and Caliban funding the more radical elemental supporters. These rumors have mostly been squashed in recent years.
