ZETHAM CITIES
Overview
The cities of Zetham are a large collection of cities that are controlled by the Zethamites, set apart for their usage from the very founding of the nation of Gershon. These cities are governed by the Zethamites and their connected groups in whatever way they please, with each city have their own form of government. There are 48 cities of the Zethamites in total located throughout the land of Gershon.Demographics
The people who live within the Zetham cities consist of native Zethamites, Gurgonites, Sihranites, a large number of Kerrosanos, Aphrans, a sizable population of Astorians, and even some sigvills.
Government
Each Zetham city has the right to any whatever government they wish, and govern however they please according to the foundation of their laws. They tend to be similar among each other in practice. Each city is led by a council of highly respected Zethamites who are chosen to be the leaders of that city, who serve for a time before stepping down. Lifetime service is generally not allowed unless there is some kind of dire emergency due to a severe lack of capable replacements.
Each district is run by either an native Zethamite or someone who has become fully integrated into the ways of Gershon. Local districts are run by a district council who oversee the daily functions, and looks out for the people’s interests. There are no taxes of any kind require of the people, as the district councils are expected to make sure that land and resources are acquired from the land set aside for that purposes. However, leaders in those councils are required to already have personal provisions separate from district provisions before taking office.
All Zetham city residents (including leaders) are required to bring tithes into the houses of Adonailym worship that are overseen by clerics.

Defences
Each Zetham city has a defense force that is set apart for the purpose of defending the city from threats within and outside the city, and this defense force oversees all of the defensive structures and assets of each city. Each city has defense towers connected to their walls, with watchmen keeping an eye on all activity. Temple guards are a special force who provides security for the various houses of worship, prepared to handle any trouble that may come up. The Zetham city guards consist of empowered Sages, empowered Rangers, empowered Artificers, empowered Clerics, and empowered Warriors (including Knights).
Infrastructure
Each city has a different infrastructure depending upon where they live, the resources in each location, and the residents. A good example of this would be the River Cities that are based along the shores of the Marpe Rivers. They tend to be more focused on water/maritime-based activities due to their proximity, influencing everything including their style of clothing. They have many watermills, small harbors, and places of Adonailym worship are heavily influenced by the presence of Marpe Waters.
Districts
The Welfare districts of each Zetham city is where those who are widowed, orphaned, or abandoned are brought to be cared for by the Zethamites of that city. They are provided full care in every area including being adopted by a Zethamite family who is proven to truly care for their well-being. Those brought here are afforded a high-level education, food, medical needs, and residency. The overall great reputation of these Welfare Districts helps makes Zetham cities so popular and well-regarded. No mistreatment of anyone in this area is allowed, and Zethamites who find anyone mistreating residents of the Welfare district take great exception to this. They tend to take the offenders to make a rather harsh example out of them for all to see.
The Sacred districts are where the houses of worship are located, governed by the Clerics of these districts. Due to the different houses of worship present, residents are encouraged to find one that is closest to their residence.
The Market Districts are the marketplace districts where trade and commerce take place, watched over by district officers to ensure that fair business is conducted. Anytime there is a business dispute, these officers will intervene to sort the issue out. If they are unable to do so, they bring the issue for the district council to handle.
