City Center

The City Center is the main District of a city, and is the first upon being settled. The following buildings have been constructed:

    The Theater Square is a specialty District dedicated to cultural pursuits. It requires the Drama and Poetry civic. The following buildings have been constructed:

    The Preserve is a specialty District dedicated to conservation and Appeal. It requires Astrology. The following buildings have been constructed:

    The Bath is a unique District of the Carcinian civilization. It replaces the Aqueduct district and must be built adjacent to both the City Center and a River, Lake, Oasis, or Mountain.

    Neighborhood

    The Neighborhood is a District which provides Housing. It requires the Urbanization Civic. The following neighborhoods have been constructed:

    The Canal is a District that provides passage from a body of water to a City Center or another body of water. It requires Steam Power.   The Canal must be built on flat land with a Coast or Lake tile on one side, and either a City Center or another body of water on the other. A single canal passage may go either straight, or bend 60 degrees; three-way canals are not allowed.

    Venalicius Navis

    The Dam is a District dedicated to improving the comfort and safety of people living along a River. It must be built on a Floodplains tile and the River must traverse at least 2 adjacent sides of the future Dam tile. The following buildings have been constructed:

    Aerodrome

    The Aerodrome is an advanced specialty District dedicated to building and housing Aircraft. It requires Flight and must be built on flat terrain. The following buildings have been constructed:

    The Government Plaza is a specialty District dedicated to administrative and bureaucratic affairs. It requires the State Workforce civic. The following buildings have been constructed:
  • Audience Chamber
  • Foreign Ministry
  • Diplomatic Quarter

    The Diplomatic Quarter is a specialty District dedicated to foreign policy and international relations. It requires the Mathematics technology. The following buildings have been constructed:
  • Consulate
  • Chancery
  • Guilds and Factions

    While the Consuls claimed ownership over Carcino, they did not always truly run it. This was actually quite true, in that there were a number of other factions who made up the Great Blue Jewel. The most noticeable were the guilds—powerful merchant and craft organizations that controlled much of the life-blood of the city. Often several of these merchants served on the Senate, but not all sought the boredom of diplomacy.

    Nobility

    An important Carcinian faction was the local nobility. It consists of 85 families of varying degrees of power, most of whom could trace their lines to before the founding of Carcino itself. Many powerful names came out of Carcino, including the Assads (whose scion became Lord Tyndal, the Hierophants (wealthy moneylenders), as well as the Giovannis (a powerful religious family)

    Merchants

    A rising merchant class existed outside the standard guilds. These were caravan and coaster operators, and they used Carcino as a destination for their caravan goods. More shops offered a variety of different goods because of this growing group. The most notable of these new merchants was the clan Timbers who established a magical retail organization to supply a wide number of patrons across the globe with specialized items.
