Jasani

The Jasani, born out of a military coup in 407, is a government situated in the area surrounding the Strait of Dormuz, the former territory of the Kingdom of Constol. Its territory stretches all the way from Fortorvi in Alvana down to Tarsus in Kinavi. As one of the few nations not part of the Treaty of Passaran, they have had a rough history of conflict with their neighbors and foriegn powers seeking to reestablish the old government, but with innovative military tactics and technology they have endured. It now boasts one of the most elite militaries in the world, control over vital trade routes, a deeply-patriotic citizenry, and numerous natural resources. They have carved a significant place in the history books and modern international politics.

Structure

The organization of the government is nearly inexplicably linked with the organization of the military: you have to go down several levels of government to find a civilian position that holds actual power. All ultimate Executive power is vested in the Sulphiate (a Kish word that literally translates to Commander in Chief). They are almost always from a military background, an enlisted officer who rose the ranks and eventually became a Pentarch. Note: only enlisted personnel, never drafted soldiers, can rise to the Pentarchy. The Sulphiate has the power to deploy military forces, declare war, sign treaties, set general foriegn and domestic policy, and veto laws established by the legislative branch or Pentarchy. All of these actions can be overruled by a 3/5 vote of the Pentarchy or a 2/3 supermajority in the Senate.   Directly below the Sulphiate is the Pentarchy, a group of 5 individuals drawn from the different branches of government and military. There is a Chief of Special Operations, drawn from the special forces division of the military (usually the Jas'avi Chief of Armed Forces, drawn from the various land-based forces of the military; Chief of Navy, drawn from the naval forces of the military; Chief of Civil Authority, drawn from the current President of the Senate; and the Chief of the Judiciary, drawn from the most senior member of the High Court (not necessarily the oldest). Each one is the head of their military department with the exception of the Chief of Civil authority, who runs the various agencies set up by the legislature, and the Chief of Judiciary, who only chooses which cases are picked up by the high court. As a whole the Pentarchy has the power to overrule actions conducted by both the Sulphiate and legislative branch, advise and consent in negotiations, and enact its own laws. In the cases of the military-based Pentarchs, the position is semi-hereditary. The child of a Pentarch gains precedence for the position upon the parent's ascension to Sulphiate, resignation, or death if they are at least an O-3 Commissioned officer. Otherwise the succession strictly follows military rank.   From here there is also a legislative branch, Judicial branch, and a number of regulatory agencies (which are considered legislative agencies and will be covered alongside the legislative branch) on the national level. There are also subnational cities, but as a unitary system these Jasani subnational governments only have as much power as the national government lets them have. However, the current trend of the past decade is towards devolution.   The Legislative power of the Jasani is vested in the Senate, which consists of 70 members apportioned among the different cities proportionally and a President of the Senate. It establishes its own internal rules, but currently the President of the Senate has the power to establish and assign members to committees, propose budget items, and advise and consent to some actions taken by the Pentarchy. As a whole the Senate has the power to pass laws and regulations, appoint judges to the high court, choose their president, and overrule decisions by the Sulphiate with 2/3rds concurrence. They also have the sole power to establish bureaucratic positions and establish budgets.   Judicial power is granted to various levels of courts, which ultimately goes up to the High Court. The high court has 7 judges on it, the most senior of which is the Chief Judge. Once appointed judges remain in the court for life unless they resign or ascend to the Pentarchy. The court is comparatively weak to the other branches, but it determines when and how a law applies and, if two laws conflict, which one supersedes the other.

History

Prior to the formation of the Jasani, this country was the Kingdom of Constol, which was named after its capital city of Constolba. The kingdom of Constol was artificially formed in the wake of the Cyanni War as part of the border restructuring by the revisted Treaty of Passaran. Three puppet states of the neighboring Hindaros, Cleopati, and Kishani had collapsed during the war, and none of these nations wanted to absorb the regions into their own struggling kingdoms. The Olaran suggested that the remnants of these puppet states should be forged into one independent country, and though Altowood disliked the plan most other nations agreed. The Olarans then chose some members of the former Hindaros-puppet government as a royal family and heads of the new monarchy.   Almost immediately after negotiations concluded problems arose with this arrangement. It had brought together three completely different nationalities, all of whom had different cultures and values, into one country, and artificially placed one of them above the others by granting it the aristocracy. The Olarans and Altowood Kriptrani had to send in troops throughout the country's first few decades to suppress insurrections. These conflicts also caused the Hindaros-nationals, now called the Hindari, to fear the other two and enact suppressive policies to deter more conflicts. For decades these other two nationalities became the equivalent of second class citizens. Even when these policies were mostly removed, the resentment against the Hindari and their Olaran backers remained. Faced by what seemed like a common enemy these Avani began to collectively call themselves the Jasani.   Over the history of Constol the Jasani and Hindari became embroiled in ethnic conflicts unheard of in the rest of Avanima, where different races and ethnicities could live side-by-side with no trouble. The Passaran kingdoms often had to intervene militarily on behalf of the Constol government and suppress these resistances. This did nothing but extend the Jasani's hatred to the entire Treaty of Passaran. However, though the Jasani were slowly becoming the majority of the population, these short-lived insurrections could never obtain an advantage over their opponents.   This changed during the Reign of Latia the Terrible, the Queen who came to power in 397. She became frustrated with the constitutional monarchy that had been set up, so she dissolved the entire legislative branch and took power from the lesser nobles. With this new ability to act as she pleased she heavily increased taxes, nationalized a number of key industries, sponsored frivolous government spending, and sent the military on poorly planned monster raids that lost a number of lives. Latia in short managed to anger the common person, middle class, business-owners, the aristocracy, soldiers, and former politicians all at the same time. The Jasani resisters suddenly found allies among the very people they had once hated. This discontent spawned a full-blown revolution in 400 that lasted for 7 years across the country. The Olarans and other nations did nothing, agreeing that Latia had messed up and hoping that a better member of the royal family could take the throne once she was disposed of.   However, that never came into fruition because in 407 the conflict ended not in a victory by the revolutionaries but in a sudden coup by populist military elements. This new military government sided fully with the revolt, but they fully rejected the idea of reestablishing the monarchy. After some debate, most of the population agreed. After establishing the Jasani Constitution, the new military government/republican hybrid was established in Constolba on the 4th day of 7th lunas, 407. Though some tension still existed, the common enemy of the government and now the Treaty of Passaran had finally brought the conflicting nationalities together.   When the new government came to power and declared it intention to reject the Treaty of Passaran, it created a full international crisis. The thought of a nation leaving the treaty was unthinkable. The Olarans rashly declared an emergency mission to reinstate the former government or force the new one to concede and obey the treaty. It seemed that the treaty nations could do it quickly and efficiently, given that they had many times more soldiers, resources, and military experience. However, the Jasani proved to be tenacious and innovative during the Jasani conflicts that followed. With the help of their skill and new weapon called Firebolts, they defeated the Passaran nations in battle after battle and proved themselves on the world stage. When the Olarans conceded the government's right to exist and opened up diplomatic relations, it only increased the sweeping nationalism that united the once-opposed Jasani and Hindari.

Demography and Population

The Jasani are a fairly diverse, wealthy people with one of the largest populations among the known world. Most of the Jasani inhabitants live in urban centers near the coasts, such as Constolba, Ittalas, Jakartiva. They tend towards an urban, industrial lifestyle: very few live in rural communities outside the city defenses. Political power is generally concentrated in the northern area of the country. This portion has the strongest economy, the most tax-paying inhabitants, and receive most governmental benefits. The country has a disproportionately large middle class and military sector compared to many of its neighbors, but it also has a sizable number of lower class individuals. The most common occupations are linked to industrial activity and the military.   As a trading crossroads between the East, West, Kinavi, and Alvana, Jasani has a very diverse population. The most numerous races are Hirundine (24%) and Sparalus (28%), but Paridus (13%), Sialan (11%), and Apodine (16%) are also common sights among the densely-packed streets. Occasionally even Falco-Kiptrani (4%) and Cyanni (1%) can be spotted within the country's borders.

Jasani controls 10 cities within its borders: Fortorvi, Ittalias ), Constolba, Lachtali, Jakartiva, Lotava, Tarsus, Octiva, Solomon, and Dormuz.

Military

The Jasani is well known for their military power, particularly their Special Forces (mostly the famous Jasa'vi Shock Troopers ) and Navy. Most of their ground forces consist of Heavy Infantry units, Shock Troopers, and Marines. Some Light infantry operate as skirmishers in the frontier cities, but they are rarely factored into battle formations. Soldiers are mostly trained in the use of polearms such as spears and halberds, with Bowtractors providing fire support. Shock Troopers are usually equipped with Arming Swords or Sabres and their primary weapon: the Firebolts. Firebolts are also the primary armament of most naval vessels.

Foreign Relations

The Jasani has a unique relationship with its neighbors, a mix of both enforced friendliness and thinly-veiled hatred. Generally, proximity to the Jasani increases the likelihood that a country has good relations with them. Closer kingdoms feel the economic and military pressure of the Jasani the most, bringing them to maintain a facade of cooperation and enact policies that favor the Jasani, while more distant kingdoms are more free to act as they see fit. They have a particularly bad relationship with the Olaran, an amicable relationship with the Altowood, and their best relationship with Hindaros. Due to the Cyanni War they maintain a poor opinion of the Cyanni, but certain political elements, including the heavily-influential Tanner Pashad and Isami Pashad, advocate establishing a friendly relationship with the Cyanni.
