The City of Mists lies at the center of the Plain of Fear as the capital of Refuge. Originally the last bastion for the People Of Azure during the Second Fall, it now flourishes as a global center of trade and culture.  


Appearance

 

Streets & Stairs

Refuge is a dense and florid mutlicultural magnate, bustling with business, purpose, and celebration. The terraced city is criss-crossed with elegant, if labyrinthine streets, that curve through the districts and neighborhoods bringing horses, wagons, and foot traffic to every corner.   Switchback stairways scale walls and thread through alleys, making foot travel convenient, but confusing, but despite all of the visitors, everyone in the city seems to know exactly where they are going.   While the pace may be unsettling to a stranger, none of the city-dwellers appear harsh, or pushy, merely consumed with the matters of the lifeblood of the city.
 

Beauty & Business

During the day the city grows quite loud, as merchants hawk their wares, deliveries and shipments continually unload, and outdoor seated eateries host hungry denizens for lunchbreaks, festivities, and entertainment   Much of the city's structural architecture is fashioned of marble and painted timber, with stone blocks stacked in below elevated archways and support systems adorned with hanging vines and gardens.   While the sun and blue skies bathe the city in a tropical brilliance, the divine mists stemming from the First Temple provide a comforting cool breeze, spilling into the valleys surrounding the city visible from many breathtaking vistas.
 
 


City Life

Refuge is considered the safest city in the world, and with good reason; the metropolis is protected by a large and highly trained military, legions of spellcrafters, dozen of Vanir giants, hundreds of Twin-Souls, and most of all, the gods themselves. Due to this, most people pursue their work and leisurely affairs with calm and peace, something you rarely find in the outside world.   Many prefer to walk when they need to get to places, but for those who can afford it, the skywagons are available for convienent and quick travel.
 


People

The people of Refuge are diverse, populous, and joyful. Blessed with eternal spring and beauty around them, even the poorest of the cities inhabitants are happier than any counterpart found in foreign lands.   Most demographics are represented in the city, the least being Alantrian, though this is mostly due to distance, rather than any stigma against The Dread Empire. The City has many neighborhoods with architectural styles that match the homelands of its residents, giving the city a cosmopolitan feel.

Master Arda, a Dragonborn foreigner, runs the mythical furniture company's local store.     Black rain begins to fall worldwide, poisoning most water supplies and groundwater.   The rain stops after only an hour, but the damage is done   Some of the rain reforms into sundered and begin to ravage the world.   The Second Fall begins.   The First Battle of Refuge is waged.

    All the surviving surface dwellers make their last stand at Refuge, City of Mists, led by The Mandate, whose twin-souled's now number in the tens of thousands.   The Marches and Underway dwellers retreat into the earth, the Elves flee to their craftworlds.   The Second Battle of Refuge is fought, the Sundered and The Nongod, their diety, are defeated.   Only 144,000 of the original surface populations survives.   The Bowl of Water is used to purify the water globally.   Balthasar reverts the brassed population into flesh before perishing.
