Plane of Storms
The Plane of Storms is one of the youngest and most refined of all planes, having been created by descendants of the Gods of the Fore later in the Age of Heart. It encompasses the domains of air, fire, and water. The Plane of Storms is a Dominus Conjunction, which are much more habitable and traveled than the Cardinal Planes or the Ordinal Conjunctions.
This plane is composed of vast, storm-churned skies and just a few select islands that float among the clouds. These are the cities of the old Zivil Empire: Ebrenical, Saltant, and Zivilon, the center of power in the plane. Zivilon is the largest planar power by numbers, technology, and military. Its sister cities act as population centers and suppliers for the Zivil war machine.
Portions of the storms throughout the plane are bewitched by old magics. The greatest of these enchantments is upon the Storm that roils around Zivilon, which has been a constant barrier preventing most exit or entry into the city for thousands of years.
