The 9th District
As one of the newest districts in Doreymos, the 9th District was one of the more normal districts until shortly before The 3rd Embry's Fall, when an errant test by an overzealous Hermetic Sage from the Jhal Collective led to a synthetic plague spreading across the district. While it was swiftly quarantined to only portions of the district, it still had a lasting impact on the face of the populace; much of the populace in the quarantine zones was turned in to a variety of undead, horrible monsters, and the like by the disease, seemingly warping them at almost random, while the (un)lucky few were turned in to Jhalspawn and doomed to spend the rest of their lives as half-undead creatures. While the district has mostly stabilized since then, it's still a quiet, under-developed region, with many blocks still too dangerous to tread near for most of the population.
Government
The 9th District owes a lot to The 4th Embry, who struck down the old government before they could enact a law that would have effectively sentenced every Jhalspawn in the city (most of which were present in this district) to death. As such, they swear a strong fealty to the standing government, even if their regional policy sometimes clashes, but always attempt to dispute it in a proper manner as opposed to with violence, with a strong faith in regional representatives.
Defences
Defenses are fairly minimal in the district, as the main threat is from within. Quarantine zones are frequently patrolled by the local guards, with barricades set up around the exclusion zone further in to prevent the creatures contained within from venturing out too far. The greater area around them has many checkpoints, stations, and 'temporary' barricades to give the guards defensible positions, with the local houses being extra reinforced against incursion, often featuring bars, shutters, and extra-strong locks on their doors.
Infrastructure
While the district is mostly intact, the closer one gets to quarantine zones, the more it degrades. Mostly paved with cobblestones, the streets criss-cross through the hilly area, leading to fairly pleasant (if frequently fog-covered) plazas and parks. The areas around quarantine zones are less well-maintained, and frequently patrolled by guards, with a heavier focus on the industry of self-defense; forges, garlic gardens, pop-up churches, and the like are common in these areas.
Architecture
The 9th District is primarily styled in a gothic architecture, with buildings frequently built taller than necessary, decorated with intricate carvings and paintings, vaulted interiors in the larger buildings, and plenty of stonework. In some of the more crowded portions of the district, the buildings may even loom over passersby, which when paired with the tendency for foggy nights leads to a gloomy, foreboding atmosphere for visitors.
