The Congress

The Congress is a massive criminal organization dealing in many illegal enterprises. It's unknown how wide or deep their influence spreads, but they are known across The Republic of Campmagni. All members the heroes have met have a bird talon tattoo somewhere on their bodies. Many also seem to have access to elemental magic via runes enchanted onto stones.
So far the heroes only know of their involvement in the kidnapping and transport of elves and half-elves from Campmagni. Why, to where, and for whom is yet unknown.
