Havre

The capital of the half-elf kingdom of Despero. For centuries it's been a hub of international trade for shipping routes along the Arrayas Ocean, in recent years the city has become a haven for political exiles and dilettantes. Many high elves relocated here after the collapse of the Elflands and Kiri Clan, throwing their fortunes away on the arts and local casinos.

• Gray Gardens: The wealth neighborhoods of Despero's noble families. Giant courtyards and palaces stretch for miles past the city limits, hosting lavish galas every season. 
• Le Docks: Massive harbors surrounded by working-class neighborhoods. Colossal boats and airships are being constructed here capable of surviving the months-long journey across the Arrayas Ocean towards Rana.
