The Alliance Of Tema

Purpose

The Alliance of Tema was a contract created by The Priesthood of Davian to end the ongoing wars between Vesper, Inzali, and Davian.

Document Structure

Clauses

The Alliance of Tema outlines that each of the three nations of Tema will submit a represenatitive from their nation to represent their own needs and desires. The first three representatives would then take turns stepping down, the member from Inzali after 5 years, the member from Vesper after 10 years, and the member from Davian after 15 years. From then on each nation would submit a new represenative once every 5 years so leadership in The Alliance could be kept fresh and ensure no single member amassed too much power and influence, but also leadership was steady since members rotated in one at a time with 5 years between each new member taking their vows. Each nation was allowed to select their representatives in whatever way they felt satisfied that nations particular needs. No nation could submit the same representative for a second term.

The Alliance also outlined some of the rules for religious practices and specifically, rules for governing magic users. In general worship of gods in exchange for necromantic abilities was strictly forbidden, including completely restricting the worship of Shade, The Litch Maker and Rhedis, The God of Remembrance. Each nation was required to have a system in place to govern their magic users, but each nation was free to come up with their own system, as long as users who caused problems were punished and had their abilities bound. While the official Alliance of Tema document grants this freedom to come up with their own system of magical users governence, leadership from Davian has always pushed Vesper and Inzali to be more and more strict with their governence.

The Alliance also outlines is that the three nations should work in tandem to achieve safety and satisfaction for all citizens of Tema. They make trade agreements that benefit the most amount of people possible. It dictates that the Alliance of Tema should speak for all three nations of Tema when dealing with their neighboring continent abroad, and that Tema should act as one, and not as three seperate nations.

The last thing The Alliance Dictacts is use of land. It designates boundaries between each of the three nations and puts the official home of the Alliance in the center of Davian. In order to make this allowance Davian has been completely restricted from the coast, ensuring their cooperation to access ports and various goods for trade.

Caveats

The only caveat to The Alliance is that all three nations continue to support it. Each nation feels the weight of this Alliance heavy on their shoulders and leaders are often well educated in how bloody and brutal the land skirmishes and battles in the time before. The Alliance has never been challenged.

Historical Details

Background

After decades of skirmishes between the three nations of Tema a council of religious diplomats and military leaders met met at The Shivering Glow. For 8 days and 8 nights the group argued, discussed and finally drafted the document that now is the center piece to The Alliance of Tema. This contract ended the ongoing fighting and ushered in an era of peace and trade agreements.

Public Reaction

Reactions to the Alliance were mixed. Peoples who had grown to fear magic users respected the document and were excited to see magic users collared. The people of Vesper were relieved the fighting was over and they could go back to focusing on survival in their harsh cold lands instead of having to defend themselves, and the people of Inzali were simply ready to stop defending their territory. Many peoples accepted the document as a means of maintaining peace initially, but later peoples began to criticze leaders for what they saw as "giving in" to the tantrum of a peoples who had become religious fanatics. Leaders often insisted that "giving in" was easy considering negotiations included completely land locking Davian and that would greatly reduce their ability to over assert control. They would need to remain on good terms with their neighbors to maintain access to ports.
