Following the Undead attack on the city as well as the ambush and death of Advisor the Confuence City Council Council, Funi "The Answer" Umoweahl, and subsequent violence as meeting was called. Elector Vaihl Taddarev called the meeting informally so as to allow him to invite people outside the normal structures. The meeting was held in the Cupola on the roof of the Temple of Corellon in Confluence.

During the meeting Elector Taddarev sought answers as to what the extent of the attack had been, what ongoing threats there might be, and what the nature of those threats might be.
