Oltrac

The town of Oltrac is in fading glory even before the Sypi Civil War and many of its homes and businesses had been abandoned for new shops and markets in Wofslar or Jachmead. The local economy became on farming as the skilled laborers fled a dying marketplace. With large houses readily available, and quickly collapsing, the town ekes by by limited trading on Lake Jachon. They found a friendly ear in the form of the Church of the One Sun, and the best kept building in town was the new cathedral built for worship of the new faith. This cathedral became the center of a last ditch defense by Church advocates, and the town today remains a hive of Church activity and espionage, despite the devastation of the conflict. Despite over a decade since the war, much of the town still lays in ruins, and governance directly from Wofslar continues.

Demographics

Oltrac consists nearly entirely of Mineter humans, and they have made other tribes and peoples very unwelcome since the end of the war. The handful of other races and tribes that have taken up residence remain near the Bienombe garrison, hoping to avoid various assaults and attacks that take place against those who wander through the more ruined past of the town or near the old cathedral. The Mineters have remained highly insular, but have been supplemented by a handful of Sihka refugees who have blended into the town's population since the war concluded.

Government

The governance of Oltrac is handled directly from nearby Wofslar. A military leader and warrior of the Bienombe clan is frequently rotated through Oltrac to help oversee the ongoing reconstruction and the defeat of Church remnants within the town walls. The authority of this government is limited, and various neighborhoods are the actual caretakers of the town, providing what development and support for its people they can. These neighborhood organizations are considered illegal by the military, but left alone to continue helping the people of their communities.

Defences

The walls of Oltrac are mostly in disrepair, with much of their length destroyed by the war, and allowed to languish afterward. The gates have been torn down and the various guard posts and towers in the walls now act as residences for the homeless or minor garrisons for the Bienombe warriors. The town itself is defended usually by around eighty to ninety Bienombe warriors, but could muster another two hundred people from neighborhood militias if they were called upon to fight.

Industry & Trade

The farms of Oltrac were burned and stomped upon during the war, and very few of them have recovered, laying fallow for over a decade. The farms that have reopened supply local needs only, and are resistant to trading away any of their goods. Some fisheries also support local demand for meat, but none of them have found an opportunity for export, with the other towns of Lake Jachmead providing greater numbers at cheaper costs. There exists no other exports or wealth for the town, and it has the highest unemployment rate in the Sypi Confederacy.

Infrastructure

The roads and streets of Oltrac are in poor disrepair, and the lighting remains only torchlight. A handful of streets are paved, although during more prosperous times a sewer was created, draining into Lake Jachon. The sewers are still surprisingly intact, but there is no longer any funds or support for their maintenance, and they have become regularly used by Sihka guerillas to move through the town unnoticed by Bienombe patrols. A ferry also exists, transporting travelers across the lake to either Kanta or Jachmead.

Assets

Oltrac has very little to offer travelers and adventurers. Most shops are strictly for residents only, and few local owners have the time of day for strangers or outsiders. The only local inn has long since closed, and travelers have to usually camp outside or in one of the many derelict buildings, finding themselves often at risk of attack by Sihka brigands. Any wealth that exists in the town is in the hands of the Bienombe garrison, and they do not part with it lightly, but they are frequent buyers of weaponry, offering a program of exchange of old weapons for gold.
