Black Dragon Mining Town
Town not on any recent Kutloc map - inside time loop bubble (40 days so town folks believed). Mention "avoiding the war".
On going fire in the mine (40 days). 100 days approx (1 year) since last visitors arrived.
The town appears not on any map.
It has been so long since they have had visitors. Thee last visitors arrived, 2 people - a moonlight High Elf Wizard being escorted into the town by a hooded figure in a green robe.
The Moonlight Elf was named Opallie and was a powerful Wizard from Victors (further North, just above Palan Bay. Opallie had long learnt, in secret, magic of time. He had been a "Token" 100 years before. His anger turned to revenge. Now he near refused to help any "Token" best he could.
He had done what he could to break the connection of the wristbands to those Tokens - he had managed with his own by placing himself in a small time bubble - after 30 years the skin burnt and as in healed the burnt skin fell away taking the wristband off.
He meet Belcria (red Tielfling female) when she and one other (Aasamir male named Travill) flew to Victors, both their sickness was severe. Travill died within hours of their arrival. Opallie agreed to travel with Belcria to find the protection magic they needed.
Opallie knew that a female dragon will place a heavy magical protection around herself when pregnant, and keep it up for the egg. Not easy to track. Opallie instead, flying in a magic carpet, followed a Burlette mother instead - knowing it would find the protection ring to use as it's own.
On finding the ring over the Black Dragon Mining Town, Belcria soon got better - but still had the wirstband attached.
The people of the village believed Opallie was there to protect them from the Black Dragon, and built the Opal temple. Thankfully a dragon is pregnant for 12 months, lays one or more eggs, and the egg doesn't hatch for another 12 months. For Belcria would suffer the moment the dragon egg hatched. Opallie chose to cast a time spell to lock the protection in place. The protection worked - however Opallie paid his life with the power of the magic.
In Toy shop is a black key with a Opal in the patterned heart - opens a jewellery box containing a circlet = Tempered Metal CHAKRAM with stamped inlay with gems on top and glass droplets (15gp) 1d6 slashing; finesse - thrown; range 20/20 ... bugbear wants it back.

The town was freed from the time bubble by The Gambler's Bane adventurers, but only with a massive explosion.
They saved the majority of townfolk.
